Hawaii Teacher Standards Board
NOTICE OF PUBLIC HEARING
Pursuant to provisions of Chapter 91, Hawaii Revised Statutes (HRS), and all other laws applicable thereto, notice is hereby given that the Hawaii Teacher Standards Board (HTSB) will accept written comments and hold a public hearing regarding the following proposed changes to the Hawaii Administrative Rules (HAR), Chapter
8-54:
1. Complete reformatting into subchapters to make rules more readable, user friendly, and comparable to rule organization used by other state licensing agencies. Because of this new formatting multiple sections are repealed to be replaced with new sections and subsections. New subchapters are:
a. Subchapter 1: General Provisions
b. Subchapter 2: License and Permits; Renewals
c. Subchapter 3: Discipline
d. Subchapter 4: Practice and Procedure
e. Subchapter 5: Suspension of the Board Rules
f. Subchapter 6: Teacher preparation programs
2. The following new sections are added:
a. §8-54-1.1
b. §8-54-2.1 through -2.6
c. §8-54-3.1
d. §8-54-9.1 through -9.8
e. §8-54-9.13 through -17
f. §8-54-10.1 through -10.10
g. §8-54-18 through -31
3. The following sections are repealed:
a. §8-54-2
b. §8-54-4 through -15
c. §8-54-17
4. The following sections are reserved:
a. §8-54-3.2 through -3.4
b. §8-54-9.9 through -9.12
c. §8-54-9.18 through -9.20
The public hearing will be held from 6:00 – 8:00 p.m. on October 1, 2014 in the cafeteria of Radford High School, 4361 Salt Lake Boulevard, Honolulu, HI 96818.
The proposed rules to be repealed and adopted may be reviewed prior to the public hearing by:
Accessing the Hawaii Teacher Standards Board website: www.htsb.org; or
Requesting a copy via mail to be sent at the requestor’s expense. Submit a written request including name and mailing address to the HTSB Office,
650 Iwilei Road, Suite 201, Honolulu, HI 96817; or
Reviewing a copy in person Monday through Friday (excluding holidays) at the HTSB office from 7:45 a.m.to 4:30 p.m., until 4:30 on October 1, 2014.
All interested persons may submit testimony in the following ways:
Orally or in writing to the presiding hearing officer at the public hearing. Oral testimony shall be recorded and limited to two (2) minutes per person.
Neighbor Island residents wishing to testify by teleconference may dial
1-888-482-3560. The 7-digit access code is: 5862605. Telephone testimony shall be recorded and limited to two (2) minutes per person.
Written testimony or proposed amendments will be accepted by mail postmarked by October 1, 2014 and addressed to the HTSB Office.
Written testimony or proposed amendments will be accepted Monday through Friday (excluding holidays) at the HTSB office from 7:45 a.m. to 4:30 p.m., until 4:30 on October 1, 2014.

Testimony may be faxed to HTSB at 808-586-2606 no later than 4:30
on October 1, 2014.
