ASSISTANT SUPERINTENDENT
OFFICE OF HUMAN RESOURCES (OHR)
The Hawaii Department of Education (HIDOE) is in the midst of exciting
transformational changes. Pursuant to our Strategic Plan, HIDOE has re-focused
its efforts to ensure that all students have the academic and personal skills
required to succeed in life. As the 9th largest school district in the country,
the Department has a workforce of over 25,000 full-time and 20,000 part-time
employees, manages a $1.7 billion dollar budget, and supports 255 public schools
spanning seven islands that collectively serve more than 180,000 students,
of whom nearly 53 percent qualify for free or reduced price lunch. HIDOE is
committed to building central offi ce functions that meet the needs of students,
parents, educators and community stakeholders and schools to focus on improving
instruction that leads to strong student outcomes.
The Department seeks a visionary leader for the position of Assistant Superintendent
of OHR to work closely with the Superintendent and Senior Assistant Superintendent
as a strategic partner in the coordination and supervision of all human
resource management functions. The Assistant Superintendent of OHR serves as
a member of the Superintendent’s cabinet and is a problem-solving collaborative
team player on all Department leadership and management issues. The position
directs a central and fi eld staff of approximately 265 employees and oversees the
following key functions:
Strategic oversight of OHR performance routines and measurable objectives;
Recruitment, selection, and employment of certifi cated, classifi ed, and casual
employees of the public school system;
Classifi cation and compensation system;
Performance evaluation, training, and development;
Collective bargaining and negotiations, labor relations, and investigations; and
Wages, salaries, and other employee benefi ts.
The ideal candidate:
Has achieved outstanding results in human resources planning and execution,
preferably within public education;
Has a track record of infl uencing and collaborating with senior state and local
leaders, principals, teacher leaders, administrators, and labor unions;
Possesses a collaborative and open leadership style and can lead a team to
achieve measurable results;
Exercises good judgment in the midst of much change or ambiguity; and
Must be able to think strategically, plan conceptually, and problem-solve.
The Department has recently implemented performance routines at the State level,
which detail how State Offi ces will achieve the goals outlined in the Strategic Plan.
The position is tasked with further defi ning and achieving Strategic Plan Goal
Two Staff Success and leading the reorganization of OHR. The right candidate
will have the exceptional interpersonal, communication, and management skills
needed to work effectively in a large-scale organizational change effort.
The ideal candidate should possess a bachelor’s degree and ten years of
increasingly responsible management level experience, which preferably includes
substantial experience in human resources, labor relations, strategic planning, and
