NOTICE OF PUBLIC HEARING

Pursuant to Chapter 91, Hawaii Revised Statutes, notice is hereby given that the Department of Land and Natural Resources (DLNR) will hold public hearings on the proposed amendments to Title 13, Hawaii Administrative Rules, as they pertain to vehicle parking fees and thrill craft education requirements occurring in state small boat harbors, facilities, and near shore waters. Section 13-233-26 clarifies that vehicle parking rates will be set at either equal to or less than established State or County rates in the County where the parking fees are applied and Section 13-256-16 clarifies that the thrill craft education requirement meets the mandatory education requirement of Section 13-244-15.5 as long as the person only operates thrill craft. The meetings will be held at the following locations:

All interested parties are invited to attend and to present their views, either orally or in writing. Persons wanting to provide oral testimony shall sign in at the meeting which will conclude after the last oral testimony is received. Written statements may be submitted at the public hearings or to the Division of Boating and Ocean Recreation at 333 Queen Street, Suite 300, Honolulu, HI 96813, prior to the hearing date. The rules can be reviewed online at http://dlnr.hawaii.gov/dobor/draft-rules/or can be reviewed in person at any small boat harbor from 8:00 am to 3:30 pm, Monday through Friday, except holidays. If unable to review online or in person, a copy can be mailed upon verbal or written request to: the Division of Boating and Ocean Recreation, 333 Queen Street, Suite 300, Honolulu, HI 96813, Ph: 587-3254. The meeting locations are disability accessible. If special needs are required, i.e., large print, taped materials, sign language interpreter, etc., call 587-3254 at least one week prior to the designated date and time of the public hearings.
