Requires: valid professional registration as an architect or professional engineer. Out-of-state licensees must be able to convert to a Hawaii license prior to appointment. Minimum of five years of training and experience in an architectural or engineering position, at least three years of which shall have been in a responsible administrative capacity.

Must be a Hawaii resident for at least one year immediately preceding appointment. Appointment is coterminous with the mayor.
