1. Bill 48, CD1 – To rezone lands situated at Waipio, Central Oahu, Hawaii. (Rezoning land from AG-1 Restricted Agricultural District to A-2 Medium Density Apartment District with a height limit of 50 feet, BMX-3 Community Business Mixed-Use District with a height limit of 60 feet, B-1 Neighborhood Business District with a height limit of 40 feet, IMX-1 Industrial-Commercial Mixed-Use District with a height limit of 60 feet, and P-2 General Preservation District.) (Applicant: Castle and Cooke Homes Hawaii, Inc.)
2. Bill 54 – Relating to taxis. (Amending the fares and charges for taxicab service.)
3. Bill 55 – Relating to the Grants In Aid Fund. (Amending certain provisions relating to grants in aid.)
The items listed below have been published in anticipation of the action to be taken by the City Council’s Committee on Public Safety and Economic Development at a special meeting to be scheduled on October 3, 2013; and therefore, the City Council may or may not take action on each of the items or any amendments proposed thereto.
4. Bill 51 and any amendments proposed thereto by the Committee on Public Safety and Economic Development – Relating to secondhand dealers and pawnbrokers. (Strengthening the current City ordinance relating to the regulation of secondhand dealers and pawnbrokers in order to better protect the public and to aid in the recovery of stolen property.)
5. Bill 52 and any amendments proposed thereto by the Committee on Public Safety and Economic Development – Relating to pawn transactions. (Strengthening the current City ordinance relating to the regulation of pawnbrokers in order to better protect the public and to aid in the recovery of stolen property.)
6. Bill 58 and any amendments proposed thereto by the Committee on Public Safety and Economic Development – Relating to streets, sidewalks, malls and other public places. (Prohibiting affixing personal property to City and County of Honolulu property.)
7. Bill 59 and any amendments proposed thereto by the Committee on Public Safety and Economic Development – Relating to public sidewalks. (Prohibiting, subject to exceptions, persons from lying down on public sidewalks.)
8. Bill 60 and any amendments proposed thereto by the Committee on Public Safety and Economic Development – Relating to publication dispensing racks. (Prohibiting certain uses of publication dispensing racks.)

Testimony is limited to three minutes and shall be presented by the registered speaker only. Written testimonies may be faxed to 768-3826 or transmitted via the internet at http://www.honolulu.gov/council/emailph.htm. By submitting written testimony, you are not automatically registered to speak. You are requested to register to speak if you wish to provide oral testimony.
On-line and fax registration forms must be received by 2 p.m. to be included in the list of registered speakers. Persons who have not registered to testify by 2 p.m. will be given an opportunity to present oral testimony on an item following the registered speakers by raising their hand at the time additional speakers are called upon.
