1. Confirmation of Appointment to the Mayor’s Cabinet

a. Donna Y. L. Leong, Corporation Counsel, Department of the Corporation Counsel (MM-45)

2. Bill 77 (2012) – Rezoning land situated at Honouliuli, Oahu, Hawaii. (Rezoning land situated at ’Ewa, Oahu, Hawaii, from R-5 Residential District to A-1 Low Density Apartment District with a 30-foot height limit.) (Applicant: Gentry Investment Properties) (Deadline: 6/1/13)

3. Bill 14 – Relating to the Municipal Stores Revolving Fund. (Repealing Article 1 of Chapter 6, Revised Ordinances of Honolulu 1990, relating to the Municipal Stores Revolving Fund.)

4. Bill 18 – Relating to budget details. (Amending the requirements for the line- item budget details.)

The items listed below have been published in anticipation of the action to be taken by the City Council’s Committee on Budget at a special meeting on April 8, 2013; and therefore, the City Council may or may not take action on each of the items or any amendments proposed thereto.

5. Bill 10 and any amendments proposed thereto by the Committee on Budget – Relating to the Legislative Budget for the Fiscal Year July 1, 2013 to June 30, 2014.

6. Bill 11 and any amendments proposed thereto by the Committee on Budget – Relating to the Executive Operating Budget and Program for the Fiscal Year July 1, 2013 to June 30, 2014.

7. Bill 12 and any amendments proposed thereto by the Committee on Budget – Relating to the Executive Capital Budget and Program for the Fiscal Year July 1, 2013 to June 30, 2014.

8. Bill 13 and any amendments proposed thereto by the Committee on Budget – Authorizing the issuance and sale of General Obligation Bonds and Bond Anticipation Notes of the City and County of Honolulu in a maximum principal amount equal to the aggregate of the amounts appropriated in the Capital Budget Ordinance of said City and County for the Fiscal Year ending June 30, 2014, and specified in said Ordinance to be financed from the proceeds of the sale of such bonds and to be expended from the General Improvement Bond Fund, the Highway Improvement Bond Fund, Solid Waste Improvement Bond Fund, or the Housing Development Special Fund.

9. Bill 15 and any amendments proposed thereto by the Committee on Budget – Relating to fees for certain permits and services administered by the Department of Planning and Permitting. (Amending the fees or fee schedules contained in Chapters 6, 18 and 23, Revised Ordinances of Honolulu 1990, as amended, with the intent to recover a greater share of the costs related to the processing and administering of confirmations and clearances related to zoning and shoreline structures, including various technical and non-substantive amendments.)

10. Bill 19 and any amendments proposed thereto by the Committee on Budget – Relating to the Honolulu Authority for Rapid Transportation Operating Budget for the Fiscal Year July 1, 2013 to June 30, 2014.

11. Bill 20 and any amendments proposed thereto by the Committee on Budget – Relating to the Honolulu Authority for Rapid Transportation Capital Budget and Program for the Fiscal Year July 1, 2013 to June 30, 2014.

12. Bill 21 and any amendments proposed thereto by the Committee on Budget – Authorizing the issuance and sale of General Obligation Bonds and Bond Anticipation Notes of the City and County of Honolulu in a maximum principal amount equal to the aggregate of the amounts appropriated for the Honolulu Authority for Rapid Transportation Capital Budget projects in the Honolulu Authority for Rapid Transportation Capital Budget and Program Ordinance for the Fiscal Year ending June 30, 2014, and specified in said Ordinance to be financed from the proceeds of the sale of such bonds and to be expended from the Transit Improvement Bond Fund.

13. Resolution 13-46 and any amendments proposed thereto by the Committee on Budget – Determining the Real Property Tax Rates for the City and County of Honolulu for the Fiscal Year July 1, 2013 to June 30, 2014.

The foregoing schedule of rates is for consideration at the public hearing. The final tax rates may be higher or lower than the rates reflected above.

Advance notice is given that the Council may adopt the Resolution fixing the real property rates for the Fiscal Year July 1, 2013 to June 30, 2014 at a meeting to be held on Wednesday, June 5, 2013, in the Council Chamber, Honolulu Hale.

On-site on the Day of the Meeting

Registration on-site for the above-mentioned public hearing items will be from 7:45 a.m. to 2 p.m.

Persons who have not registered to testify by the deadline will be given an opportunity to speak on an item following oral testimonies of the registered speakers.

Each speaker shall not have anyone else read their statement and is limited to a three-minute presentation.
