NOTICE OF PUBLIC COMMENT
The Hawaii Housing Finance and Development Corporation’s (HHFDC) PY2011 Action Plan allocated PY2011 HOME grant funds of $750,279 and prior years’ HOME funds of $300,000 (for a total of $1,050,279) to the County of Maui for a Tenant-Based Rental Assistance (TBRA) program to assist low- and moderate-income families. As the County of Maui did not commit the HOME funds for the TBRA program or another eligible project, HHFDC de-obligated the funds in January 2013.
In accordance with HHFDC’s order of priority for released funds, proposed activities from remaining recipients, the Counties of Hawaii and Kauai, were sought and reviewed. HHFDC determined that the County of Hawaii’s construction of the final phase of the Na Kahua Hale O Ulu Wini (Ulu Wini) project was the most efficient use of funds, and could meet the deadline of July 15, 2013. HOME funds would be utilized in the final phase consisting of 20 units, ten of which will be HOME-assisted. When fully completed, Ulu Wini will provide 96 low-income families and individuals with access to decent, affordable housing.
HHFDC proposes to amend its PY2011 Action Plan to reflect the re-allocation of PY2011 HOME funds of $750,279 and prior years’ HOME funds of $300,000 from the County of Maui to the County of Hawaii’s Ulu Wini project. All other aspects of the PY2011 Action Plan would remain the same.
The HHFDC will submit to HUD a substantial amendment to its PY2011 Action Plan, re-allocating HOME funds totaling $1,050,279 to the County of Hawaii’s Na Kahua Hale O Ulu Wini project. The Draft Substantial Amendment to the PY2011 Action Plan is posted on HHFDC’s website at http://hawaii.gov/dbedt/hhfdc and is also available for public review at regional libraries and at the following offices from 7:45 a.m. to 4:30 p.m.:

All comments received by the deadline will be considered in preparing the final Substantial Amendment to the PY2011 Action Plan.
