EXEMPT POSITIONS:
PUBLIC HEALTH EMERGENCY LOGISTICS PLANNER
• Develops and implements a comprehensive Resource Management System for all Public Health Emergency Preparedness (PHEP)
materials required to support operations.
• Updates plans, standard operating procedures, resource manuals and annexes that guide emergency management personnel during
public health responses.
• Systematically manages the purchase, receipt, storage, staging, rotation and distribution of supplies, materials, medical
countermeasures, equipment sets, and communications assets.
• Responsible for ensuring all materials are accounted for and in a state of readiness for rapid deployment 24/7/365.
• Knowledge and experience in Public Health and emergency response planning, as well as National Incident Management System
(NIMS) and working knowledge of the Homeland Security Exercise Evaluation Program (HSEEP) required.
• Graduation from an accredited college or university with a bachelor’s degree required; a master’s degree in a biological science or
public health is preferred.
H1N1 PANDEMIC PREPAREDNESS COORDINATOR
• Coordinates public health activities necessary to effectively respond to the H1N1 influenza pandemic at state and local levels.
• Provides oversight for the planning, implementation, and evaluation of all H1N1 related activities, while closely monitoring progress
on a continual basis to provide updates at the division level and develops an annual budget with justifications for preparedness
and response.
• Provides technical guidance regarding H1N1 influenza and similar infectious diseases.
• Serves as the liaison between staff and outside agencies regarding H1N1 preparedness and response activities.
• Graduation from an accredited college or university with a master’s degree in a biological science or public health is preferred.
CONTRACTS SPECIALIST
• Establishes and maintains guidelines and procedures in the development and implementation of contract format based on acceptable
standards of contractual requirements as established by the Department’s Administrative Services Office (ASO), the Department of the
Attorney General (AG), and the Bioterrorism Preparedness and Response Branch while ensuring statutory compliance.
• Monitors contracted services by way of on-site interviews with programmatic and administrative staff, review of records which
document/substantiates the services provided, review of administrative records, written records prepared, and provides follow-up of
corrective actions taken to rectify program deficiencies.
• Participates in the Branch’s request for proposal, proposal review and acceptance process of contractual services.
• Graduation from an accredited college or university with specialization in public health administration, business administration or
related field strongly recommended.
• Prior experience in State contracting and administration preferred.
EMERGENCY RESPONSE EXERCISE COORDINATOR
• Works with stakeholders to develop a three year exercise plan on behalf of the Department.
• Designs Homeland Security Exercise Evaluation Program (HSEEP)-compliant exercises to evaluate public health response capabilities
in an all-hazards threat environment, especially biological and communicable disease outbreaks associated with bioterrorism and
influenza pandemics.
• Coordinates exercise planning groups and synthesize detailed plans and documentation of emergency response exercises including
handbooks, evaluation plans, etc.
• Coordinates post-evaluation conferences and facilitate development of improvement plans.
• Works constructively with emergency planners, logisticians, training staff to track implementation of corrective action plans.
• Graduation from an accredited college or university with a bachelor’s degree with a Master of Public Health or related degree and one
year of experience working in the field of public health emergency preparedness and response preferred.
PERSONNEL MANAGEMENT SPECIALIST
• Reviews job description relating to establishment, reallocation and redescription of positions for accuracy of contents and
appropriateness of classification levels.
• Conducts spot audits and job analysis for the purpose of assuring proper classification among positions in the Bioterrorism Focus Area
and to determine staffing needs.
• Establishes liaison with the Department Personnel Office and/or the Department of Human Resources Development to assure proper
and timely recruitment efforts. Participates in the recruitment process, reviews recommendations for appointments and promotions
and approves/disapproves recommendations.
• Advises management of Worker’s Compensation cases and is responsible for Worker’s Compensation activities.
• Oversees and supervises the maintenance of program administrative personnel transactions and records. Works in collaboration with
the Department Personnel Office in processing personnel transactions.
• Graduation from an accredited four (4) year college or university with a bachelor’s degree required, with prior experience in State
personnel management preferred.
DATA ENTRY CONTROL SUPERVISOR
• Assists H1N1 Flu project staff in maintaining records in various databases relevant to the H1N1 Flu project and confers with users to
implement controls and schedules.
• Supervises data entry operators engaged in inputting data into various storage media, manipulating existing data, editing data, and
proofing new entries into database for accuracy.
• Updates data entry staff on all changes in technology, software programs, equipment, etc., that affect work assignments.
• Participates in design of staff requests pertaining to data entry collection, verification and analysis.
• Trains and orients new personnel in data entry equipment and department clerical policies and procedures.
• Graduation from an accredited college or university or two years of experience as a data entry control supervisor preferred.
COURIER
• Performs pick-up, transportation and delivery of documents, specimens, supplies and other items as needed.
• Maintains accurate records of deliveries and travel logs.
• Must have a valid driver’s license and possesses and exhibits safe driving habits.
• High school diploma or general education degree (GED) required, with or more years performing work as a courier preferred.
