HAWAII ADMINISTRATIVE RULES
TITLE 3, CHAPTERS 180, 181, 182, and 183
Pursuant to the provisions of Chapter 91, Hawaii Revised Statutes (HRS), notice is hereby given that the State Building Code Council will hold a public hearing on Wednesday, September 30, 2009, at 9:00 a.m. at the following locations to hear all persons interested in the proposed rules of the State Building Code.

The purpose of the proposed rules is to adopt a new State Building Code consisting of chapters 3-180, State Building Code; 3-181, State Energy Conservation Code; 3-182, State Electrical Code; and 3-183, State Plumbing Code, Hawaii Administrative Rules (HAR). The new proposed rules are to implement the requirements of the State Building Code and Design Standards, Chapter 107, HRS, to establish a statewide building code applicable to all construction in the State of Hawaii that is based on nationally published codes or standards, to promote uniformity and consistency across the state, to improve the public’s health and safety, and to promote efficiency in the application by design professionals, developers, and construction entities.
The proposed new rules are based on the following national codes.
Chapter National Code
Chapter 3-180, State Building Code 2006 International Building Code
Chapter 3-181, State Energy Conservation Code 2006 International Energy Conservation Code
Chapter 3-182, State Electrical Code 2008 National Electrical Code
Chapter 3-183, State Plumbing Code 2006 Uniform Plumbing Code
For all new proposed chapters, the proposed rules are made to address the specific geography, statute requirement (hurricane resistant shelter criteria) and the cultural aspects of the State of Hawaii.
Copies of the proposed rules are available to any interested person at the Department of Accounting and General Services, Administrative Services Office, 1151 Punchbowl Street, Room 414, Honolulu, Hawaii 96813. The proposed rules may also be viewed at the State Building Code Council’s website at http://hawaii.gov/dags/bcc and click on the “Proposed Building Code Rules”.
One copy of the proposed rules will be mailed at no cost to any interested person, upon written request to the Business Management Officer, Department of Accounting and General Services, Administrative Services Office, 1151 Punchbowl Street, Room 414, Honolulu, Hawaii 96813; by mail to P.O. Box 119, Honolulu, Hawaii 96810-0119; by facsimile to (808) 586-0707; or email to state.bcc@hawaii.gov. Additional copies can be purchased for a fee of 10 cents per page, plus postage.
All interested persons may submit oral or written testimony at the time of the public hearing. All persons wishing to submit written testimony are requested to submit three (3) copies of the written testimony no later than September 23, 2009 to the Business Management Officer, Administrative Services Office, at 1151 Punchbowl Street, Room 414, Honolulu, Hawaii 96813; or by mail to P.O. Box 119, Honolulu, Hawaii 96810-0119; or by facsimile to (808) 586-0707; or by email to state.bcc@hawaii.gov; or 3 copies may be submitted to the presiding officer at the public hearing. All submissions must be received at or prior to the scheduled public hearing.
