NOTICE TO PROVIDERS OF APPRAISAL SERVICES
FOR THE LAND DIVISION
OF THE DEPARTMENT OF LAND AND NATURAL RESOURCES

The Land Division of the Hawaii State Department of Land and Natural Resources (DLNR) seeks qualified real property appraisers for the coming fiscal year.

Note: Those who responded, and were approved last year will be included on Land Division’s pre-qualified list for the coming fiscal year, without need for re-application, subject to receipt of a written statement certifying that there have been no material changes to information previously provided. Updates to last year’s submission may be submitted to the address below.

Appraisers meeting minimum qualifications will be added to Land Division’s pre-qualified list, and will be contacted regarding Land Division’s appraisal projects that arise during the fiscal year from July 1, 2009 through June 30, 2010.

APPLICATION REQUIREMENTS

Appraisers are invited to submit an application consisting of a Statement of Qualifications (SoQ) summarized in the Land Division SoQ Form P-1, which can be downloaded from http://www.hawaii.gov/dlnr/land/publicnotices/LD_SoQ-Form_P-1.doc

Information should include:

a) Experience & professional qualifications relevant to real property appraisals pertaining to acquisitions, land valuations, lease rents and reopenings, lease terms, remnants and easements; also appraisal consulting
b) Past performance delivering appraisal services, including notes about corrective actions and responses to any notices of deficiencies regarding specific projects
c) Capacity to accomplish work in required time
d) Proof of appraisal certification or licensure in the State of Hawaii
e) Proof of current Errors & Omissions (E&O) Insurance coverage

DUE DATE: The completed application should be submitted to the DNLR Oahu Land Division Office by [11:59 pm HST] Friday, June 19, 2009, via:

Incomplete applications will not be accepted. Applications received after the June 19, 2009 due date will be considered, but only for projects that occur during the remainder of the fiscal year according to the following schedule:

*SELECTION PROCESS FOR AWARDS TO QUALIFYING APPRAISER:

When the Land Division needs an appraiser, a solicitation with the scope of services required will be sent by telephone facsimile or email to pre-qualified appraisers who have indicated they can provide the appropriate service(s). Pre-qualified appraisers wishing to respond to that solicitation may submit their proposals with bids, within the specified time period.

A LAND DIVISION selection committee will evaluate the proposals and bids, and then offer a contract to the appraiser that offers the “best value” to the State. “Best value” means the most advantageous offer determined by evaluating and comparing all relevant criteria in addition to price so that the offer meeting the overall combination that best serves the State is selected. These criteria may include, in addition to others, the total cost of ownership, performance history of the vendor, quality of goods, services, or construction, delivery and proposed technical performance.” From: §3-122-1, Hawaii Administrative Rules.
