Pursuant to the City and County of Honolulu’s Citizen Participation Plan for the CDBG program, the following is provided for your information. The following change of use and beneficiary is being proposed for implementation.

Project Title and Description: Hale Kipa – Ewa Villages Group Home
The City and County of Honolulu proposes to amend the lease to this single-family dwelling to Hale Kipa, Incorporated, and the beneficiaries of this project may change accordingly. This dwelling unit was originally used as an independent living training home for teen mothers and their children. In 2002, the lease was amended to allow for “the operation of an independent living training home for teen mothers and their children and for the alternative use of an emergency shelter for youth.” The proposed amendment will allow this dwelling unit to be used as “a facility for the operation of an adolescent group home licensed or monitored by the State of Hawaii serving youth of ages 12-22.” This dwelling unit was rehabilitated with CDBG funds. No additional CDBG funding is required for this change.
