The HHFDC is responsible for the financing and development of affordable housing in the State of Hawaii and is seeking highly motivated and dedicated professionals for the following position: Budget Analyst
Reviews and assists with budget preparation and monitors expenditures against approved budget. In addition, he/she reviews the status of each housing project and provides the immediate and long-term impact of delays or changes in expenditures, summarizing the impact of disbursements and receipts to the various revolving funds for housing projects, and projects short-term and long-term resource requirements for housing projects. Candidates must have knowledge of: public administration; functions and organization of state government; principles, methods, and techniques of budget analysis; understanding of State budgeting processes; general economic trends; working knowledge of the development process; cost/benefit analytical techniques. Candidates must also have a bachelor’s degree from an accredited college or university in Accounting or Finance. Four years of experience in program analysis and evaluation, program planning, budgeting or any combination of these areas is required. In addition, two and one-half years must have been in project analysis and evaluation. Experience must have incorporated the scope and level of responsibility to demonstrate the capability to perform the duties of this position. This is an exempt non-civil service position.
