Notice of Intent to File Passenger Facility Charge (PFC) Application
Under the provisions of the 49 United States Code (U.S.C.) Section 40117 and the Federal Aviation Administration (FAA), Department of Transportation, regulations (Title 14 Code of Federal Regulation Part 158) implementing the Passenger Facility Charge, the State of Hawaii (the State) invites public comment on its intent to file an application with the Federal Aviation Administration to impose a $4.50 Passenger Facility Charge at Honolulu International Airport, Kahului Airport, Kona International Airport at Keahole, and Lihue Airport; and use the $4.50 PFC for projects at Honolulu International Airport and Kahului Airport. It is important to note that AIR-21, paragraph 10-32(b), excludes all inter-island flights from collecting PFCs.
The proposed charge effective date is estimated to be January 1, 2010. The total amount of PFC revenue estimated to be collected under this proposed application with a $4.50 PFC is $160.7 million. The estimated charge expiration date is May 1, 2015. The State’s currently active PFC Application No. 3 Final Agency Decision (FAD) dated September 30, 2008, has an estimated Charge Expiration date of January 1, 2010.
The application will request use of the PFC revenue for the following projects at Honolulu International Airport, Kahului Airport, and Kona International Airport at Keahole:
1. Taxiway ’A’ Pavement Improvements located at Kahului Airport at Kahului, Maui, Hawaii. A PFC of $4.50 will be collected to fund this project in the amount of $ 40,260,000. This project will repair and rehabilitate Taxiway ’A’. The project also includes construction management services.
2. ASAP Apron & Taxiway ’A’ Extension located at Kahului Airport at Kahului, Maui, Hawaii. A PFC of $4.50 will be collected to fund this project in the amount of $5,200,000. This project provides for construction of the extension of Taxiway ’A’ and the aircraft apron to accommodate the new cargo apron and ASAP Inspection Building. The work includes taxiway and apron lighting systems and storm drain lines. This is the second phase of the General Purpose Cargo Apron and ASAP Building project. The project also includes construction management services.
3. New Airfield Electrical Vault located at Honolulu International Airport, Honolulu, Oahu, Hawaii. A PFC of $4.50 will be collected to fund this project in the amount of $3,800,000. This project will construct an additional airfield electrical vault at the end of Lagoon Drive to provide 100% emergency backup power to airfield loads. The scope of work recabling of all lighting, new airfield lighting control and monitoring system, wind turbines and other related work.
4. Electrical Distributed Generation System, Phase 1 located at Honolulu International Airport, Honolulu, Oahu, Hawaii. A PFC of $4.50 will be collected to fund this project in the amount of $5,700,000. This project will purchase electrical power generating equipment for the terminal Emergency Back-up Power system at Honolulu International Airport.
5. Electrical Distributed Generation System, Phase 2, located at Honolulu International Airport, Honolulu, Oahu, Hawaii. A PFC of $4.50 will be collected to fund this project in the amount of $22,000,000. This project will construct a new Emergency Power Facility including site preparation, architectural, structural, civil, mechanical, plumbing, fire protection, electrical, and related work necessary to support the operation of emergency power generators. The project also includes construction management services.
6. Taxiway ’Z’ Structural Improvements located at Honolulu International Airport, Honolulu, Oahu, Hawaii. A PFC of $4.50 will be collected to fund this project in the amount of $55,000,000. This project will repair and structurally improve Taxiway ’Z’. The scope of work consists of demolishing the existing asphalt concrete and replace with Portland Cement Concrete (PCC), temporary and final pavement surface markings and other related work. The project also includes construction management services.
7. Interisland Maintenance Facility Site Preparation located at Honolulu International Airport, Honolulu, Oahu, Hawaii. A PFC of $4.50 will be collected to fund this project in the amount of $28,000,000. This project will construct hardstands for four (4) aircraft in the area adjacent to the existing Aircraft Rescue Firefighting Facility (ARFF) Station No. 1. Work includes excavation, backfill, utilities, airfield drainage, chain link fencing, asphalt and concrete airfield pavement, an oil water separator and an extension to the existing hydrant fueling system.
8. Stand-Alone PFC Administrative Costs. A PFC of $4.50 will be collected to fund this project in the amount of $700,000. This project provides for the costs associated with the preparation of PFC applications, accounting, quarterly reporting, and the auditing of the PFCs related to this application and previous applications. The project also includes the cost of outside consultants, auditors and airport accounting staff to prepare PFC reports over the life of the PFC program for this application.
