TRAFFIC CONTROL DEVICES

IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2009-3 TO AMEND SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE XI OF SECTION 15-8.3(b) ESTABLISHING NO TURNS; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XX OF SECTION 15-13.9(a)(7) ESTABLISHING TOW ZONES–24 HOURS; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXIII OF SECTION 15-14.5(b) ESTABLISHING PROHIBITED LOADING/UNLOADING; SCHEDULE XXIV OF SECTION 15-15.1(d) ESTABLISHING CURB LOADING ZONES; SCHEDULE XXV OF SECTION 15-15.3(d) ESTABLISHING OFFICIAL BUS STOPS; SCHEDULE XXVIII OF SECTION 15-17.2(d) ESTABLISHING RESTRICTED PEDESTRIANS CROSSING ROADWAYS; SCHEDULE XXXVIII OF SECTION 15-24.17 ESABLISHING MISCELLANEOUS TRAFFIC CONTROLS.

Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:

a. By amending Schedule V of Sec. 15-7.2(b)(3) establishing speed limit–25 mph by adding thereto the following items:

“Halahinano St., for its entire length.”

“Halahua St., for its entire length.”

“Noulu St., for its entire length.”

“Oneawa St., for its entire length.”

“Paaoloulu Pl., for its entire length.”

“Paaoloulu Wy., for its entire length.”

“Wahane St., for its entire length.”

b. By amending Schedule XI of Sec. 15-8.3(b) establishing no turns in the following particulars:

1. By adding thereto the following items:

“Kilani Ave. No left turn from Kilani Ave. into the driveway of 202 N. Kamehameha Hwy. (7-ll Store), 6:00-8:00 a.m. and 3:00-5:00 p.m., Monday to Friday, except State holidays.”

2. By amending thereto the following items:

Kapiolani Blvd. No left turn from Kapiolani Blvd. into the following streets in the mauka direction, AM peak except Saturday, Sunday and State holidays:

Clayton St.
Cooke St.
Kaheka St.
Keeaumoku St.; to read:

“Kapiolani Blvd. No left turn from Kapiolani Blvd. into the following streets in the mauka direction, AM when coned:

Clayton St.
Cooke St.
Kaheka St.
Keeaumoku St.
McCully St.”

Kapiolani Blvd. No left turn from Kapiolani Blvd. into the following streets in the makai direction, 3:30-5:30 p.m., except Saturday, Sunday and State holidays:

Ward Ave.; to read:

“Kapiolani Blvd. No left turn from Kapiolani Blvd. into the following streets in the makai direction, PM when coned:

Mahukona St. No left turn from Mahukona St. into Kapiolani Blvd. in the Ewa direction, PM peak; to read:

“Mahukona St. No left turn from Mahukona St. into Kapiolani Blvd. in the Ewa direction, PM when coned.”

3. By deleting therefrom the following items:

“Kapiolani Blvd. No left turn from Kapiolani Blvd. into Chapin St., mauka direction during hours, 3:30-5:30 p.m., Monday to Friday, except holidays.”

“Kapiolani Blvd. No left turn from Kapiolani Blvd. into Mahukona St. in the makai direction, PM Peak.”

“Kapiolani Blvd. No left turn from Kapiolani Blvd. into McCully St. in the makai direction whenever traffic cones are placed during afternoon hours.”

“Kapiolani Blvd. No left turn from Kapiolani Blvd. into Atkinson Dr. whenever cones are placed during afternoon hours.”

“Kapiolani Blvd. No left turn from Kapiolani Blvd. into McCully St. in the mauka direction whenever traffic cones are placed during morning hours.”

c. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections in the following particulars:

1. By adding thereto the following items:

“Halahua St-Noulu St. Traffic on Halahua St. shall stop before entering Noulu St.”

“Loululelo Pl-Wahane St. Traffic on Loululelo Pl. shall stop before entering Wahane St.”

“Louluhiwa Pl-Wahane St. Traffic on Louluhiwa Pl. shall stop before entering Wahane St.”

“Noulu St-Halahinano St. Traffic on Noulu St. shall stop before entering Halahinano St.”

“Paaoloulu Pl-Paaoloulu Wy. Traffic on Paaoloulu Pl. shall stop before entering Paaoloulu Wy.”

“Paaoloulu Pl-Wahane St. Traffic on Paaoloulu Pl. shall stop before entering Wahane St.”

“Wahane Pl-Wahane St. Traffic on Wahane Pl. shall stop before entering Wahane St.”

“Wahane St-Noulu St. Traffic on Wahane St. shall stop before entering Noulu St.”

2. By deleting therefrom the following item:

Waikolu St-Lewers St. Traffic on Waikolu St. shall stop before entering Lewers St.”

d. By amending Schedule XX of Sec. 15-13.9(a)(7) establishing tow zones–24 hours by adding thereto the following item:

“Kalihi St., Koko Head side, from Makuahine St. to a point 53’ mauka of the mauka curb prolongation of Likelike Hwy.”

“Lewers St., Koko Head side, distance 95’ mauka direction from the mauka curb prolongation of Kalakaua Ave.”

e. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:

1. By adding thereto the following items:

“Adelaide St., both sides, distance 50’ mauka direction from the mauka curb prolongation of Fernandez St.”

“Anemoku St., both sides for its entire length.”

“Green St., makai side, distance 28’ Ewa direction from the Ewa curb prolongation of Ernest St.”

“Halahinano St., within its northern turnaround area.

“Halahua St., within its northern turnaround area.”

“Koka St., Koko Head side, distance 89’ mauka direction from the mauka curb prolongation of Kolowaka Dr.”

“Koka St., Koko Head side, distance 55’ makai direction from the makai curb prolongation of Pohahawai St.”

“Koka St., Koko Head side, between Pohahawai and Piipii Sts.”

“Koka St., Koko Head side, distance 50’ makai direction from the makai curb prolongation of Puaina St.”

“Kuala St., Ewa (western) side, distance 67’ mauka direction from the mauka curb prolongation of Kamehameha Hwy.”

“Kuaoa St., eastern side, distance approximately 115’ southerly direction from a point 60’ south of the southern curb prolongation of Meheula Parkway, 7:00- 8:00 a.m. and 12:00-3:00 p.m. school days only.”

“Lakapu St., both sides, distance 50’ Koko Head direction from the Koko Head curb prolongation of Leilani St.”

“Lewers St., Koko Head side, from the mauka curb prolongation of Lauulu St. to Kuhio Ave.”

“Lewers St., Koko Head side, distance 25’ makai direction from the makai curb prolongation of Lauulu St.”

“Louluhiwa Pl., within its turnaround area.”

“Loululelo Pl., within its turnaround area.”

“Paaoloulu Wy., within its northern and southern turnaround areas.”

“Wahane Pl., within its turnaround area.”

“Wahane St., within its northern turnaround area.”

2. By amending thereto the following items:

Stanley St., both sides, between Gulick Ave. and Bannister St.; to read:

“Stanley St., both sides, between Bannister and Kopke St.”

Wainohia St., within its makai turnaround area; to read:

Wainohia St., within its mauka and makai turnaround areas.”

3. By deleting therefrom the following items:

“Lewers St., Koko Head side, from the mauka curb prolongation of Waikolu St. to makai curb prolongation of Kuhio Ave.”

“Royal Hawaiian Ave., Ewa side, from Lauula St. to Kuhio Ave.”

f. By amending Schedule XXIII of Sec. 15-14.5(b) establishing prohibited loading/unloading in the following particulars:

1. By adding thereto the following item:

“Lewers St., Koko Head side, distance 95’ mauka direction from the mauka curb prolongation of Kalakaua Ave.”

2. By deleting therefrom the following items:

“Lewers St., Koko Head side, distance 95’ mauka direction from the mauka curb prolongation of Lauula St.”

“Lewers St., Koko Head side, distance 119’ mauka direction from the mauka curb prolongation of Kalakaua Ave.”

g. By amending Schedule XXIV of Sec. 15-15.1(d) establishing curb loading zones in the following particulars:

1. By deleting therefrom subsection (a) passenger loading zones the following item:

“Lewers St., Koko Head side, distance 60’ makai direction from a point 30’ makai of the makai curb prolongation of Waikolu St.”

2. By deleting therefrom subsection (b) freight loading zones the following item:

“Kapiolani Blvd., mauka side, distance 44’ Koko Head direction from a point 160’ Koko Head of the Koko Head curb prolongation of Pensacola St.”

h. By amending Schedule XXV of Sec. 15-15.3(d) establishing official bus stops in the following particulars:

1. By adding thereto the following item:

“Ala Ilima St., mauka side, distance 138’ Koko Head direction from the Koko Head curb prolongation of Ala Nanu St.”

2. By amending thereto the following items:

Makaikai St., Wahiawa side, distance 100’ Koko Head direction from the Koko Head curb prolongation of Ainamakua Dr.; to read:

“Makaikai St., mauka side, distance 125’ Ewa direction from the Ewa curb prolongation of Ainamakua Dr.”

Makaikai St., Koko Head side, distance 100’ Koko Head direction from the Koko Head curb prolongation of Ainamakua Dr.; to read:

“Makaikai St., makai side, distance 168’ Ewa direction from the Ewa curb prolongation of Ainamakua Dr.”

3. By deleting therefrom the following items:

“Likini St., mauka side, distance 138’ Koko Head direction from the Koko Head curb prolongation of Ala Nanu St.”

“Ukana St., Ewa side, distance 144’ mauka direction from the mauka curb prolongation of Makaala St.”

i. By amending Schedule XXVIII of Sec. 15-17.2(d) establishing restricted pedestrians crossing roadways by adding thereto the following item:

“S. King St., the unmarked crosswalks on both sides of the intersection of S. King St. and Kapaakea Ln.”

j. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls by adding thereto the following items:

“Louluhiwa Pl., for its entire length, the speed limit shall be 20 miles per hour.”

“Loululelo Pl., for its entire length, the speed limit shall be 20 miler per hour.”

“Wahane Pl., for its entire length, the speed limit shall be 20 miles per hour.”

Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
