1. RESOLUTION NO. 06-119, RELATING TO AFFORDABLE RENTAL HOUSING
Establishes “affordable rental housing projects” as a conditional use in the Apartment, Apartment Mixed Use and Business Mixed Use Districts. As incentives, the underlying district standard relating to density (maximum floor area), as well as the maximum zoning height, could be modified by an (as yet) undetermined amount. Approved projects would be restricted to use as affordable rental housing for the life of the approved structure.

2. RESOLUTION NO. 07-007, RELATING TO AFFORDABLE RENTAL HOUSING
Establishes “affordable rental housing projects” as a conditional use in the Apartment, Apartment Mixed Use and Business Mixed Use Districts; subject to City Council approval. As incentives, the underlying density (maximum floor area) may be increased by up to 25 percent (25%); maximum height may be increased by up to 25 percent (25%) or 30 feet, whichever is less; off-street parking may be decreased by not more than 25 percent (25%); the area of private park space may be credited against park dedication requirements; and grading, plan review and building permit fees, and wastewater system facilities charges, may be deferred.

3. RESOLUTION NO. 07-008, RELATING TO AFFORDABLE HOUSING
Allows multi-family dwelling units in the B-2 Community Business District as a conditional use. Eligible projects would have to qualify as “affordable housing,” and would have to include commercial uses.

4. TWO (2) BILLS TO AMEND CHAPTER 21, REVISED ORDINANCES OF
HONOLULU 1990 (THE LAND USE ORDINANCE), RELATING TO
PLANT NURSERIES
The first bill was initiated by the City Council via Resolution 05-036 to expressly indicate in the Master Use Table that plant nurseries are a permitted use in the agricultural districts. The DPP proposes an alternative bill to amend the definition of “crop production” to clarify that the growing of nursery crops is permitted under crop production. Both bills address perceived confusion about the regulation of plant nurseries.
