Notice to Providers of Professional Services
(Chapter 103D, Hawaii Revised Statutes)
The Oahu Metropolitan Planning Organization (OahuMPO) is seeking qualified firms to provide professional engineering/architectural planning services for the development of the OahuMPO’s 2035 Oahu Regional Transportation Plan (ORTP). Statements of Qualifications (SOQs) will be received at the Oahu Metropolitan Planning Organization, Ocean View Center, Suite 200, 707 Richards Street, Honolulu, Hawaii 96813-4623, until 3:00 p.m., Hawaii Standard Time, on Monday, August 18, 2008. An unbound original and seven (7) bound copies of the submittal, as well as a digital copy in Portable Document Format (PDF) on compact disc, are required. Submittals transmitted by facsimile or e-mail will not be accepted.
The project consists of updating the ORTP to the year 2035. The ORTP is the official guide for the development of the major surface transportation facilities and programs to be implemented on Oahu. Based upon projected transportation needs and a constrained financial plan, the ORTP identifies short- and long-range strategies and actions that will ultimately lead to the development of an integrated, intermodal transportation system that facilitates the safe, efficient, and economic movement of people and goods. The ORTP is updated once every five years and is amended as necessary. OahuMPO’s Policy Committee approved the current ORTP in April 2006, entitled Oahu Regional Transportation Plan 2030.
A Request for Qualifications packet is available to all interested firms. This packet provides the specifications and instructions for submitting the SOQs and other required information. Interested firms must fully respond to and comply with the specifications and instructions contained in the packet. This packet is available for pick up at the above referenced office or may be downloaded from www.oahumpo.org.
The OahuMPO, a subrecipient of Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) Metropolitan Planning Funds via the State of Hawaii Department of Transportation (HDOT), has adopted HDOT’s Disadvantaged Business Enterprises (DBE) Program in its entirety, and follows HDOT’s contract provisions. The OahuMPO hereby notifies all Providers that it will affirmatively ensure that, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252 USC 2000d to 2004d-4 and Title 49 Code of Federal Regulations, United States Department of Transportation (USDOT), Subtitle A, Office of the Secretary Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation, issued pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, national origin, age, or handicap/disability in consideration for an award. Providers are directed to the Supplemental Notice – Title VI Assurance contained in Attachment J of the RFQ and made an integral part of this request.
The Equal Employment Opportunity Regulations of the U.S. Secretary of Labor implementing Executive Order 11246, as amended, shall be complied with on this project.
The USDOT regulations, entitled Participation by Disadvantaged Business Enterprise in Department of Transportation Programs, Title 29, Code of Federal Regulations, Part 26, is applicable to this project. The contract DBE goal for this project is indicated in Attachment E, Requirements for Participation by DBEs, of the RFQ. Providers are directed to the Supplemental Notice – Title VI Assurance contained in Attachment J of the RFQ and made an integral part of this request.

Estimated cost for this project is $1,000,000, inclusive of Hawaii General Excise Tax.
