Hawaii Employer-Union Health Benefits Trust Fund (EUTF)

About the EUTF: The EUTF is an agency of the State of Hawaii established under HRS Chapter 87A. The purpose of the EUTF is to provide health and other benefit plans to state and county employees and retirees at a cost affordable to both the public employers and the public employees. The benefit plans offered by the EUTF to approximately 85,000 employees and retirees include medical, prescription drug, vision, dental, and life insurance. The EUTF’s day-to-day operations are administered by an administrator appointed by the Board of Trustees which directs and oversees the trust fund. The EUTF is organized under three branches; Financial Services Branch, Information Systems Branch, and Member Services Branch.

HEALTH BENEFITS PROGRAM MANAGER

Supervise the day-to-day operations of the Member Services Branch staff; plan, direct, coordinate and/or implement eligibility and operational policies, perform training and communications, and ensure compliance with regulatory requirements.
Requires: Bachelor’s degree in public relations, journalism, communications, business, human resources management, or related discipline or comparable work experience ; 3-1/2 years of responsible administrative or analytical work experience involving: analysis, evaluation, development, and improvement of administrative functions; participation in studies to establish or improve operational policies, organizational structures, and work flow; and participation in fiscal management and two years of supervisory experience, preferably in benefits/health related field.

INFORMATION SYSTEMS SPECIALIST

Provide on-site technical support services for hardware and software relating to servers, personal computers, network, and telecommunication infrastructure; maintain EUTF’s informational systems; ensure compliance with HIPAA Security policies; and other duties as required.
Requires: Bachelor’s degree in computer science or a related field and 2-1/2 years of progressively responsible work experience in network and/or system administration, data processing systems analysis, or database management. Experience with LANs, WANs, VPNs, Firewalls, Internet/Intranet administration, telecommunication hardware/software and security highly desirable.

ACCOUNTANT III

Responsible for reconciliation of receivables and payables, preparing/maintaining reports and schedules, preparing draft budget request, assisting in execution of approved budget and monthly financial reports, and preparing annual audit work papers and maintaining detailed inventory schedules. Requires: Bachelor’s degree with 12 semester credit hours in accounting and/or auditing subjects. Three years of progressively responsible professional accounting, auditing or finance planning and analysis experience. Preferably, one year experience with a health related company.

ENROLLMENT CLERK

Perform the full-range of eligibility determination work and enrollment processing for a variety of health benefit programs including active employees, retirees, surviving spouses and children. Requires: Graduation from high school and two years of data entry experience, preferably in a health-related field or Associate degree in business or administration, or minimum of four years general clerical experience, using computers to enter and retrieve information from a database (overall experience must have scope and level of responsibility conclusively demonstrate that he/she has ability to perform duties.

CUSTOMER SERVICE REPRESENTATIVE

Serves as primary contact for beneficiaries, carriers and public employers for inquiries related to claims, benefits, member eligibility and other questions related to the EUTF. Responsibilities include answering phones and written inquiries, investigating and resolving a wide variety of issues and requests by obtaining additional information from beneficiaries, establishing rapport, and completing requests made by beneficiaries, employee organizations, public employers and carriers. Requires: Graduation from high school. One and one-half years of work experience which involved customer service (telephonic inquiries and/or face-to-face interaction), demonstrated performance of clerical tasks, knowledge of English grammar, spelling, arithmetic, computer skills and applications, demonstrated pleasant and effective communication skills. Work experience in health benefits or insurance environment preferred.
