ON DRAFT AIR PERMITS
REGULATING THE EMISSIONS OF AIR POLLUTANTS
(Docket No. 08-CA-PA-05)
Pursuant to Hawaii Revised Statutes (HRS), Chapter 342B-13 and Hawaii Administrative Rules (HAR), Chapter 11-60.1, the Department of Health, State of Hawaii (DOH), is requesting public comments on the following DRAFT PERMITS presently under review:

Noncovered Source General Permit (NSP) No. 0094-NG
Large Area Source Dry Cleaning Facility
Located within the State of Hawaii
The DRAFT PERMITS are described as follows:
Temporary Covered Source Permit No. 0627-01-CT
Temporary Covered Source Permit No. 0627-01-CT would grant conditional approval to operate stone processing equipment at various temporary locations throughout the state.
The applicant is proposing to add one 386 TPH mobile cone crusher and one 500 TPH three-deck mobile screen to the mobile stone processing plant. These added pieces of equipment may operate together with the currently permitted 507 TPH jaw crusher or may operate alone at different jobsites.
The diesel engines of the stone processing equipment may operate for a maximum of 2,000 hours per site per rolling 12-month period.
The maximum potential emissions from the new stone processing plant are as follows:

All of the stone processing equipment covered under this permit are subject to the federal Standards of Performance for New Stationary Sources, Title 40 CFR, Part 60, Subpart OOO. The draft permit, if approved, will supersede the current operating permit in its entirety.
Noncovered Source Permit No. 0093-NG
Noncovered Source Permit No. 0093-NG would grant conditional approval for the use of perchloroethylene (perc) in dry cleaning machines at small area sources. Small area sources are defined as dry cleaning facilities with:
1) transfer machines that consume less than 200 gallons per year of perc;
2) dry-to-dry machines that consume less that 140 gallons per year of perc; or
3) a combination of transfer and dry-to-dry machines that consume less than 140
gallons or perc per year.
This noncovered source general permit, if approved, will supersede Covered Source General Permit (CSP) No. 0093-CG. A noncovered source permit is being issued because on December 19, 2005, the U.S. EPA exempted these sources from obtaining an operating permit under 40 CFR part 70 or 71.
Noncovered Source Permit No. 0094-NG
Noncovered Source Permit No. 0094-NG would grant conditional approval for the use of perchloroethylene (perc) in dry cleaning machines at large area sources. Large area sources are defined as dry cleaning facilities with:
1) transfer machines that consume more than 199, but less than 1,801 gallons per year of perc;
2) dry-to-dry machines that consume more that 130, but less than 2,101 gallons per year of perc; or
3) a combination of transfer and dry-to-dry machines that consume more than 130, but less than 1,801 gallons or perc per year.
This noncovered source general permit, if approved, will supersede Covered Source General Permit (CSP) No. 0094-CG. A noncovered source permit is being issued because on December 19, 2005, the U.S. EPA exempted these sources from obtaining an operating permit under 40 CFR part 70 or 71.
The ADMINISTRATIVE RECORDS, consisting of the APPLICATIONS and non-confidential supporting materials from the applicants, the permit review summaries, and the DRAFT PERMITS, are available for public inspection during regular office hours, Monday through Friday, 7:45 a.m. to 4:15 p.m., at the following locations:

All comments on the draft permits and any request for a public hearing must be in writing, addressed to the Clean Air Branch at the above address on Oahu and must be postmarked or received by April 21, 2008.
Any person may request a public hearing by submitting a written request that explains the party\u00D5s interest and the reasons why a hearing is warranted. At the sole discretion of the Director of Health, DOH may hold a public hearing if a hearing would aid in DOH\u00D5s decision. If a public hearing is warranted, a public notice for the hearing will be published at least thirty days in advance of the hearing.

Comments on the draft permits should address, but need not be limited to, the permit conditions and the facility\u00D5s compliance with federal and state air pollution laws, including: (1) the National and State Ambient Air Quality Standards; and (2) HRS, Chapter 342B and HAR, Chapter 11-60.1.
DOH will make a final decision on the permits after considering all comments and will send notice of the final decision to each person who has submitted comments or requested such notice.
