NOTICE TO BIDDERS

IFB NO.: IFB-08-HHL-003

SEALED BIDS for IFB No.: IFB-08-HHL-003, CONSTRUCTION OF Kawaihae 304.5’ and 632’ Reservoirs – System Improvements and Repair Work, Kawaihae, South Kohala, Island of Hawaii, State of Hawaii, will be received by the Department of Hawaiian Home Lands (DHHL), Land Development Division at 1099 Alakea Street, Suite 1230, Honolulu, Hawaii until 2:00 p.m., Hawaii Standard Time (H.S.T.), January 15, 2008, at which time all bids will be publicly opened and read aloud. Bids received after the time fixed for opening or delivered elsewhere other than specified herein, will not be considered.

This project consists of the repair of damage to the existing Kawaihae 304.5’ and 632’ Reservoirs caused by the October 15, 2006 earthquake. The work includes structural and aesthetic repairs to the water tanks, repairs to the SCADA control system, water line replacement, and the installation of temporary water tanks and appurtenances to provide uninterrupted water service to the users during the repair work.

To be eligible to submit a bid, the Bidder and/or his subcontractors must possess all required valid State of Hawaii licenses and specialty licenses needed to perform the work for this project. A surety bid bond will be required for this IFB.

This project is subject to Section 103D, Hawaii Revised Statutes and to the payment of not less than the prevailing salaries and wages promulgated by the State of Hawaii, Department of Labor and Industrial Relations.

A Cashier\u2019s Check payable to the Department of Hawaiian Home Lands or Cash for $10.00 per compact disc (CD) containing the construction plans, specifications, instructions, and terms and conditions may be obtained on or after December 4, 2007. Personal checks and business checks will not be accepted. Payments are non- refundable.

A PRE-BID MEETING will be held at 10:00 a.m., H.S.T, December 17, 2007, at the West Hawaii District Office, to answer any questions regarding the IFB requirements. There will be a job-site visit following the pre-bid meeting. All potential interested bidders, offerors, subcontractors and union representatives are invited to attend. Attendance is not mandatory. A written NOTICE OF INTENT TO BID is required and must be received by the DHHL, Land Development Division at 1099 Alakea Street, Suite 1230, Honolulu, Hawaii 96813, no later than 4:00 p.m., January 3, 2008. Submittal of Notice of Intent to Bid via facsimile at (808) 586-3923 is acceptable.

A properly executed and notarized STANDARD QUALIFICATION QUESTIONNAIRE FOR OFFERORS SPO-21 form (\u201DQuestionnaire\u201D), must be submitted to the DHHL for evaluation no later than eight (8) days prior to the time advertised for the opening of bids, unless the bidder has previously filed a Questionnaire within the previous two (2) years of the date of opening of bids or as requested. The Questionnaire can be downloaded at the State Procurement Office website: www.spo.hawaii.gov, under Forms Vendors/Contractors.

Bids must comply with the requirements of the IFB. Bids that do not comply with the IFB may be subject to disqualification. DHHL reserves the right to amend the IFB by written addenda, to reject any and all proposal or to waive any defects in said proposals where DHHL deems it is in the best interest of the State.
