NOTICE FOR PROFESSIONAL SERVICES

Pursuant to the provisions of HRS 103D, the County of Kaua‘i hereby provides public notice to invite persons engaged in the professional services listed below to submit current statements of qualifications and expressions of interest.

The Board of Water Supply (“BWS”) of the County of Kauai is seeking the professional services of a consultant to assist the BWS in screening, evaluating, and/or assessing applicants for the position of Manager and Chief Engineer of the Department of Water (“DOW”).

Project Budget: $50,000
Estimated Project Completion Time: Three to four months

The services requested are intended to assist the BWS in selecting the Manager and Chief Engineer of the DOW. Services to be rendered may include, but are not be limited to:

Conducting an on-site job analysis;
Screening and evaluating applicants;
Developing and conducting a job-related assessment center and other tests as necessary to assess the qualifications of applicants;
Providing oral and written reports with recommendations to the BWS; and
Providing all other incidental or related services, as the BWS deems necessary
(including, but not limited to, psychological examinations) to assist the BWS in selecting a Manager and Chief Engineer of the DOW.

This work will require that the consultant be qualified and experienced in: (1) screening and evaluating applicants for the position of Manager and Chief Engineer, and/or (2) the professional development and conduct of assessment centers for the position of Manager and Chief Engineer.

Any consultant interested in being considered to provide the required services shall submit a letter of interest and a resume or statement of qualifications according to the instructions below.

The letter of interest shall describe the services the Consultant intends to provide to the BWS and shall contain information relating, but not limited, to: the screening and evaluating of applicants for the position of Manager and Chief Engineer, the development and conduct of an assessment center and other related or necessary tests, including the selection and training of assessors who will participate in an assessment center; the administering of psychological examinations; a projected timetable and costs; and information as to how soon the consultant can begin work.

The resume or statement of qualifications should include a complete description of the consultant’s background and experience including, but not limited to, the following information: educational background of the consultant or key staff persons who will be providing the required services; experience from at least the past three years in developing and conducting assessment centers for Water Manager and Chief Engineers, including a description of what work was personally performed by the consultant or key staff persons; experience from at least the past three years in screening and evaluating candidates for the position of Water Manager and Chief Engineer for municipalities; reference contact persons; and the population of municipalities for which any assessment centers for Water Manager and Chief Engineer were designed, or for which services were provided relating to the screening and evaluating of candidates for the position of Water Manager and Chief Engineer for municipalities.

Consultants interested in and capable of providing the preceding professional services shall submit a letter of interest and accompanying submittals and six (6) copies of their resume or statement of qualifications to:

Submittals, including resumes, may be amended at any time by filing a new letter of interest, statement of qualifications, or resume. Any changes that would constitute cause for disqualifying an applicant from consideration for award shall be immediately reported to the Board of Water Supply.

Awards shall be electronically posted on the County of Kauai’s website (http://kauai.gov) within seven (7) days of any contract award.

The deadline for submissions is 4:00 p.m. (Hawaiian Standard Time), November 7, 2007. Expressions of interest submitted after the deadline for submissions shall be returned. The risk of any late delivery lies with the sender. (SB03512686 10/21, 10/24/07)
