SEALED BIDS for IFB No.: IFB-07-HHL-011, CESSPOOL ABANDONMENT AT FORMER NANAIKAPONO ELEMENTARY SCHOOL, also known as KA WAIHONA O KA NAAUAO CHARTER SCHOOL, 89-195 Farrington Highway, Nanakuli, Waianae, Oahu, State of Hawaii, will be received by the Department of Hawaiian Home Lands (DHHL), Land Management Division at 1099 Alakea Street, Suite 1230, Honolulu, Hawaii until 2:00 p.m., Hawaii Standard Time (H.S.T.), Thursday, October 25, 2007, at which time all bids will be publicly opened and read aloud. Bids received after the time fixed for opening or delivered elsewhere other than specified herein, will not be considered.
The project consists of eliminating nine (9) active cesspools currently in operation on the former Nanaikapono Elementary School campus located in Nanakuli, Oahu. The project scope includes the installation of approximately 1,881 lineal feet of 6-inch and 8-inch diameter gravity sewer line within this campus to connect the existing cesspools. Connection of these new collection systems will be to three existing sewer stub-outs on an existing City & County of Honolulu sewer collection main, which is located along Farrington Highway. The project scope will also include the restoring of concrete sidewalk, AC pavement, fencing and grassing that are impacted by the installation of the sewer line.
To be eligible to submit a bid, the Bidder and/or his subcontractors must possess all required valid State of Hawaii licenses and specialty licenses needed to perform the work for this project. A surety bid bond will be required for this IFB.
This project is subject to Section 103D, Hawaii Revised Statutes and to the payment of not less than the prevailing salaries and wages promulgated by the State of Hawaii, Department of Labor and Industrial Relations.
Bid documents may be examined at or obtained from the offices of Austin, Tsutsumi and Associates, Inc. at the Iwilei Business Center, 501 Sumner Street, Suite 521, Honolulu, Hawaii, from 8:00 a.m. to 4:00 p.m.
A compact disc (CD) containing the construction plans, specifications, instruction, terms and conditions, and geotechnical report may be obtained on or after September 26, 2007, upon payment of $10.00 (cash or cashiers check payable to the Department of Hawaiian Home Lands personal checks, business checks, money orders and credit cards will not be accepted). Payments are non-refundable.
A NON-MANDATORY PRE-BID MEETING will be held at 2:00 p.m., Friday, October 5, 2007, at the Kamehameha Schools Community Learning Center at Nanakuli(Waianae side of Charter school campus), 89-101 Farrington Highway. AN OPTIONAL JOB-SITE VISIT will be held following the Pre-Bid Meeting. All potential interested bidders, offerors, subcontractors and union representatives are invited to attend. A written NOTICE OF INTENT TO BID is required and must be received by the DHHL, Land Management Division at 1099 Alakea Street, Suite 2000, Honolulu, Hawaii 96813, no later than ten (10) days prior to the time advertised for opening of bids. Submittal of Notice of Intent to Bid via facsimile at (808) 586-3857 is acceptable.
A properly executed and notarized STANDARD OF QUALIFICATION QUESTIONNAIRE FOR OFFERORS SPO-21 form (\u201DQuestionnaire\u201D), must be submitted to the DHHL for evaluation no later than eight (8) days prior to the time advertised for the opening of bids, unless the bidder has previously filed a Questionnaire within the previous two (2) years of the date of opening of bids or as requested. The Questionnaire can be downloaded at the State Procurement Office website: www.spo.hawaii.gov, under Forms Vendors/Contractors.
Bids must comply with the requirements of the IFB. Bids that do not comply with the IFB may be subject to disqualification. DHHL reserves the right to amend the IFB by written addenda, to reject any and all proposal or to waive any defects in said proposals where DHHL deems it is in the best interest of the State.
