NOTICE OF PUBLIC HEARING

The City and County of Honolulu, Department of Community Services will hold a public hearing to receive testimony on amendments to the following rule: Chapter 1. RULES OF PRACTICE AND PROCEDURES OF THE SECTION 8 TENANT BASED RENTAL ASSISTANCE AND MODERATE REHABILITATION PROGRAMS.
With respect to Chapter 1, the Table of Contents will be amended to correct a typographical error in §1-7( c), to provide for new paragraph §1-23(i), Termination of Assistance Due to Insufficient Funding; and §1-28 and §1-29 will be renamed to Code of Conduct and Special Housing Types, respectively and Severability will be renumbered to §1-30. With respect to Chapter 1, §1-2 (Definitions), paragraphs (a)(21) and (a)(60) will be amended. With respect to Chapter 1, §1-8 will be amended to also include acceptance and processing of applications from a Family that has had its Voucher or HAP Contract cancelled, withdrawn or terminated due to insufficient funding. With respect to Chapter 1, §1-10 (a) (1) will be amended to also include a preference for a Family that has had its HAP Contract terminated or a Family that has had its Voucher cancelled due to insufficient funding, and that has reapplied pursuant to §1-23 (i) with subparagraphs (C), (D), (E), (F), and (G) being renumbered. With respect to Chapter 1, §1-12 (a) will be amended to clarify that all standards in the section relate to the number of bedrooms on the Voucher and not the familys actual living arrangements; and subparagraphs (a)(1) through (a)(12) will be amended and renumbered to (a) (1) through (a) (9) to provide for revised guidelines on determining voucher size and occupancy standards and §1-12 (b) will be amended to provide for minors and college students as visitors of the Participant Family With respect to Chapter 1, §1-16 (a) (4) to (a) (6) will be amended to (a) (1) to (a) (3) to correct typographical errors and also to implement a $50.00 minimum rent policy and §1-16 will also be amended to provide for hardship exemptions from the minimum rent requirement. With respect to Chapter 1, §1-23 will be amended to include a new paragraph relating to Termination of Assistance Due to Insufficient Funding. With respect to Chapter 1, §1-28 will be amended to include the Code of Conduct to provide for grant requirements of the Family Self Sufficiency Program. With respect to Chapter 1, §1-29 is a new section that provides for Special Housing Types. With respect to Chapter 1, §1-30 has been renumbered from §1-28 Severability.
