BLACK-TAILED DEER HUNTING TO OPEN ON KAUAI

The Department of Land and Natural Resources announces the opening of a black-tailed deer hunting season on the island of Kauai. Pursuant to Title 13, Chapter 123 (13-123-4) Rules Regulating Game Mammal Hunting, the following rules and conditions will be in effect:

Each hunter will be permitted to take up to three (3) deer during the 2007 Kauai Deer Season; one each during the archery, muzzle-loader rifle and regular rifle seasons.
WAIMEA HEIGHTS SPECIAL HUNTING AREA
New for 2007, the Waimea Heights Special Hunting Area (WHSHA) will be open to black-tailed deer and pig hunting. WHSHA is located on western Kauai and includes portion of the former Amfac sugar cane lands west of Waimea Canyon road (Highway 550), east of Kokee road (Highway 552) and north of Syngenta and Pioneer corn fields. Maps showing the hunting area boundaries and hunter checking stations are available in the Lihue DOFAW office and west Kauai hunter checking stations. Access into the area will be by foot or horseback. No vehicles will be permitted into the area except for department officials and its lessees. The use of high-powered firearms and hunting dogs is prohibited during the deer hunting season.
ARCHERY ONLY SEASON: Resident archers interested in hunting in Units D, F, J, K and Waimea Heights Special Hunting Area for black-tailed deer will be charged $5.00 for their deer archery tag ($25.00 non-resident hunter). Archery permits are now available in the Lihue Division of Forestry and Wildlife office at 3060 Eiwa St., Room 306. Hunters must present their 2007-08 Hawaii Hunting License in order to purchase a deer archery permit. Another person may pick up your permit, but must present your license for you. Neighbor island archers may pick up an application form at the DOFAW office on their island and mail it in with the correct fee. Specific instructions are on the application form. Validated archery permits will be mailed to each hunter after payment has been received.
The Waimea Heights Special Hunting Area and Hunting Unit D will start on July 14 and run through August 26, 2007 on weekends and State holiday. Hunters may check-in either at Kokee Road, Waimea Heights or Mango Tree Hunter Checking Stations (HCS). Hunting Units F, J and K will open in September and run through December on weekend and State Holidays. Hunters may either check-in at the Waimea Heights or Kokee HCS. The bag limit will be one deer of either sex per archer per season. A successful bow-hunter who has bagged a deer will have filled their deer archery bag limit; however archers may continue to take pig and goat through the duration of the deer archery only season. The bag limit will be one pig and one goat per archer per hunting day. The use of dogs is prohibited during the deer archery only seasons.
Unit D pig hunters who wish to hunt deer will be required to obtain a deer archery permit-tag and may take pig and deer using knife, spear or bow and arrow. However, pig hunters who wish not to hunt deer will not be required to purchase a deer permit-tag.
MUZZLE-LOADER ONLY SEASON: Residents participating in the muzzle-loader only deer season on Kauai will be assessed $5.00 for their deer muzzle-loader tag ($25.00 non-resident hunter). Kauai residents may purchase their permits starting July 2, 2007 at the Lihue DOFAW office at 3060 Eiwa St., Rm. 306, and must present their 2007-08 Hawaii Hunting license when purchasing their permit. Another person may pick up the permit for you, but he must present your hunting license to do so. Neighbor island muzzle-load hunters may pick up an application form at the DOFAW office on their island. Validated muzzle-loader permits will be mailed to off-island hunters provided their applications are correctly filled out and the appropriate fees attached.
The deer muzzle-loader tag season will be in Hunting Units A, B, E, H and Waimea Heights Special Hunting Area on September 1-2, 2007. The bag limit will be one (1) deer per muzzle-load hunter per license year. The bag limit in Unit A will be one (1) antlered, forked buck or better; at least one antler must have two points, which include the tine. Spike bucks (one by one antlered buck) and female deer may not be taken in Hunting Unit A during the regular muzzle-loader season. Unit A will be closed to pig hunting during the deer season. Unit A hunters may check-in either at Kokee, Kekaha, or Mana Tunnels HCS. A successful muzzle-load hunter who has bagged a deer will have filled their deer muzzle-loader bag limit, but may accompany their hunting group without a firearm for the duration of the muzzle-loader season. The use of dogs is prohibited during the regular deer muzzle-loader only weekend.
The Puu Opae agriculture lands will be open the duration of the deer hunting season. These lands include Niu Ridge, Niu Valley and Makahoa Ridge. Access into the area will be by foot or horseback only. No vehicles will be permitted in the area except for department officials and its lessees.
Units E and H muzzleload hunters must sign-in and sign-out at the Makaha Ridge HCS. Unit B hunters may sign-in and out either at Waimea Canyon or Kokee HCS. The bag limit will be one deer of either sex per muzzle-load hunter per season (one pig per day). The use of dogs is prohibited during the deer muzzle-loader only season (September 1-2).
The November 3rd-4th muzzle-loader only weekend for deer and pig will be held in Units B, E and H for hunters who posses an unused 2007 deer muzzle-loader tag. The bag limit will be one deer of either sex (one pig per day). The regular pig hunting season will continue as scheduled in conjunction with the deer-hunting season. Pig hunters who wish to hunt deer will be required to obtain a muzzle-loader permit. However, pig hunters who wish not to hunt deer will not be required to purchase a muzzle-loader deer tag. Deer hunters are advised to be aware of hunting dogs in the area. Hunters are reminded to wear their blaze-orange garment.
SPECIAL YOUTH ONLY MUZZLE-LOADER SEASON: A special youth only muzzle-loader season in Unit A will be held on Labor Day, Monday, September 3, 2007. Hunters may pick-up their permits starting July 2, 2007 at the Lihue DOFAW office at 3060 Eiwa St., Rm 306 Lihue. A valid 2007-08 Hawaii Hunting License must be presented when obtaining a permit. Another person may pick up the permit for you, but he/she must present your license to do so. Youth hunters, as defined in HRS 13-122-2, must be fifteen years of age or younger, and possess a valid State of Hawaii hunting license to participate in this hunt. Youth hunters must be accompanied by a non-hunting adult who must also possess a valid State of Hawaii hunting license. Permit-tags for the special youth hunt will be free of charge. The bag limit will be one (1) deer of either sex per muzzle-load hunter. Please Note: A successful youth hunter who takes a deer during the regular muzzle-loader only season (September 1-2), may not participate in the September 3rd special youth hunt.
REGULAR RIFLE SEASON: Applications for the 2007 Kauai Deer Rifle season are now available at all Division of Forestry and Wildlife offices and participating hunting license dealers on the island of Kauai. Fees for the rifle tag hunt are required and must be submitted with each rifle application. Hawaii residents will be charged $15.00 for their rifle tag, ($30.00 non-resident hunter).
The regular rifle tag season for deer will be in Hunting Units A, B, E, H and the Waimea Heights Special Hunting Area (WHSHA) for eight (8) consecutive weekends beginning on September 8 and ending October 28, 2007. Each hunter applicant will be drawn for two (2) weekends; one weekend in Unit A and WHSHA and another weekend in B, E and H.
Hunting Unit A bag limit will be one (1) antlered, forked buck or better; at least one antler must have two points which include the tine. Spike bucks (one by one antlered buck) and female deer may not be taken in Hunting Unit A during the rifle tag season. The Puu Opae agriculture lands will be open the duration of the deer hunting season. These lands include Niu Ridge, Niu Valley and Makahoa Ridge. Access into the Puu Opae sugar cane lands will be by foot or horseback only. No vehicles will be permitted in the area. Unit A will be closed to pig hunting during the deer season. The use of dogs is prohibited in Hunting Unit A
Hunters wishing to hunt deer in the WHSHA will be allowed to take one deer of either sex. Maps showing the hunting boundary and checking station locations are available at the Lihue DOFAW office and west Kauai HCS.
Hunting Units B, E, and H will run from September 8 to October 28, 2007. Units E and H hunters must sign-in and sign-out at the Makaha Ridge HCS. Unit B hunters may sign-in and sign-out either at Makaha, Kokee or Waimea Canyon HCS. The bag limit will be one deer of either sex during the rifle tag season. Pig will be open to hunting. The use of dogs will be prohibited in Unit H but may be used in Units B and E. A successful rifle tag hunter who has bagged a deer will have filled their bag limit, but will be permitted to accompany their hunting group without a firearm on their assigned weekends.
EXTENDED DEER SEASON
An extended deer rifle season (November 10 to December 30, 2007, weekend only) will be held in Units B, E and H for those hunters who posses an unused 2007 deer rifle tag. Hunters will be permitted to take one deer of either sex (one pig per day). Each hunter will be drawn for one of the eight weekends through a public lottery. The regular pig hunting season with dogs in Units B, E and H will continue as scheduled in conjunction with the deer hunting season. Pig hunters who wish to hunt deer will be required to obtain a deer rifle permit-tag. However, pig hunters who wish not to hunt deer will not be required to pick up a rifle permit-tag. Deer hunters are advised to be aware of hunting dogs in the area. Hunters are reminded to wear their blaze-orange garment.
The application deadline for the regular deer rifle tag season is 3:30 p.m. Friday, July 27, 2007. The public drawing will be held at the Lihue State Office Building, Second floor Conference room 209 on Wednesday, August 8, 2007 at 4:00 p.m. Lottery results will not be given over the telephone. Hunters are encouraged to attend the public drawing to determine the results, or wait for their validated tags to be mailed to them. The Lihue Division of Forestry and Wildlife Office will post the results after the August 8th public drawing.
All deer hunters (archery, muzzle-loader and regular rifle) are required to carry their deer tag(s) and valid hunting license on their person at all times while in the hunting area. Deer tags are non-transferable between hunters and all fees are non-refundable. There will be no make-up weekends or standby permits. Deer tag(s) must be fastened to the carcass immediately after taking a deer. Successful deer hunters are to bring their animal carcass to the Kokee Hunter Check Station for weighing and examination. All hunters shall be required to preserve their game in a condition that will enable the identification of sex and species. No skinning or boning of deer carcasses will be permitted in any hunting area. However, hunters will be allowed to half or quarter their animal.
All other requirements contained in Chapter 123, Rules Regulating Game Mammal Hunting apply to the Kauai deer hunting season. For more information, please call the nearest Division of Forestry and Wildlife office on your island.
