NOTICE TO PROVIDERS OF CONTRACTING SERVICES
FOR THE LAND DIVISION
OF THE DEPARTMENT OF LAND AND NATURAL RESOURCES
The LAND DIVISION of the Hawaii State Department of Land and Natural Resources (DLNR) seeks qualified contractors to provide various land maintenance services in the categories listed below for the coming fiscal year on the islands of Kauai, Oahu, Maui, Molokai, Lanai, and Hawaii. Interested contractors should apply to the LAND DIVISION as directed in this solicitation.
Applicants meeting minimum qualifications will be added to LAND DIVISIONs pre-qualified list and will be contacted to bid on jobs in their specialty areas during the fiscal year from July 1, 2007 through June 30, 2008.
SERVICES REQUIRED FOR ANTICIPATED PROJECT TYPES
General land maintenance:
arborist consultation services
tree trimming
weed control
grubbing and land clearing
removal of debris, abandoned man-made materials
stream, irrigation or drainage ditch, tunnel and culvert cleaning and maintenance
greenwaste removal or mulching
auto repair and towing services
demolition, removal of derelict structures
hauling/trucking services
fencing, barrier, gate installation and repair
sign production
sign installation
building maintenance and repair
masonry maintenance and repair
pest control and fumigation services
environmental abatement and remediation
APPLICATION REQUIREMENTS
Contractors interested in offering any of the above services may apply by completing the LAND DIVISION SoQ Form C-1 and submitting it within the specified time period. Applicants meeting minimum qualifications will be added to LAND DIVISIONs pre-qualified contractors list.
The LAND DIVISION SoQ Form C-1 can be downloaded from the DLNR LAND DIVISION webpage at http://www.hawaii.gov/dlnr/land/publicnotices/LD_SoQ-Form_C-1.doc.
Applications should include the following minimum information:
a) Experience and qualifications relating to types of services offered
b) Past performance on jobs relating to services offered, including corrective actions and other responses to notices of deficiencies
c) Capacity to accomplish work in required time
d) Proof of insurance coverage
DUE DATE: The completed application should be submitted to the Honolulu LAND DIVISION Office by Friday, June 29, 2007 via

Note that E-mailed applications that meet minimum qualifications will also be asked to submit a hard copy of the LAND DIVISION SoQ Form P-1 with the original signature page.
Incomplete applications will not be accepted, and applications received after the June 29 due date will be considered Late. Late applications that meet minimum requirements will be considered, but only for projects that occur during the remainder of the fiscal year according to the following schedule:
Those received between June 30, 2007 and September 14, 2007 will be considered for jobs starting October 1, 2007
Those received between September 15, 2007 and December 14, 2007 will be considered for jobs starting January 1, 2008

*SELECTION PROCESS FOR AWARDS TO QUALIFYING CONTRACTORS:
When the Land Division needs a contractor for a specific service or services, an advertisement with the scope of services needed will be sent by telephone facsimile or email to those on LAND DIVISIONs pre-qualified contractors list who can provide the appropriate service(s). Pre-qualified contractors wishing to respond may then submit their names and proposals with bids within the specified time period.
A LAND DIVISION selection committee will evaluate the proposals and bids, then offer a contract to the lowest bid and/or proposal that offers the \u201Dbest value\u201D to the State. \u201DBest value\u201D means the most advantageous offer determined by evaluating and comparing all relevant criteria in addition to price so that the offer meeting the overall combination that best serves the State is selected. These criteria may include, in addition to others, the total cost of ownership, performance history of the vendor, quality of goods, services, or construction, delivery, and proposed technical performance.
