NOTICE TO BIDDERS
(Chapter 103D, Hawaii Revised Statutes)

Sealed bids will be received at the Hawaii Housing Finance and Development Corporation (“HHFDC”), 677 Queen Street, Suite 300, Honolulu, Hawaii, 96813, up to 2:00 p.m. on Thursday, June 28, 2007, for HHFDC Job No. DEV-06-056-L74-S, Villages of Leiali’i Cleanup of Retention Basin project, Lahaina, Maui, Hawaii, at which time all properly received and time-stamped bids will be opened and read out loud.

Beginning May 31, 2007, the INVITATION FOR BIDS may be examined and purchased at HHFDC at the above address. The purchase price for each set of INVITATION FOR BIDS is a non-refundable $25.00. Cash will be accepted. A cashier’s or certified check made payable to “Hawaii Housing Finance and Development Corporation” will also be accepted. Personal checks or personal business checks will not be accepted.

The scope of services consists of the excavation and cleanup of the retention basin, installation of a security fence and landscape maintenance of the area mauka of Village 1A of the Villages of Leiali’i, Lahaina, Maui, Hawaii, at TMK (2) 4-5-021: 021. Bidders are encouraged to visit the site to familiarize themselves with existing conditions and the extent of services required as stated in the scope of services. Notice of Intent to Bid must be received and time stamped at the Office of the HHFDC no later than 2:00 p.m., Monday, June 18, 2007, the tenth (10) calendar day prior to the date designated for the opening of the bids. Forms are included in the bidding documents and are available at the above address. The Notice of Intent to Bid may be filed by fax at (808) 587-0600 or (808) 587-0588.

Bidders shall comply with all requirements of the bidding documents. Written questions may be directed to Scott A. Kunioka, P.E. of SEY Engineers, at 737-1875; fax 734-5516. Questions will not be considered within ten (10) days prior to bid opening.

All bids shall include the State General Excise Tax of 4.0%. Bid security of at least 5% of the lump sum base bid amount is required. The HHFDC may reject any and all bids and may waive any bid defects whenever HHFDC deems such action is in the best interest of HHFDC. The determination of the lowest, responsible bidder will be made by HHFDC.

A Pre-Bid Site Conference is scheduled, at the mauka end of Leiali’i Parkway at the project location mauka of Village 1A, at 10:00 a.m. on Tuesday, June 12, 2007. Attendance by all bidders is recommended, but not required. Bidders who plan to attend the Pre-Bid Conference are directed to inform Scott A. Kunioka of SEY Engineers, at 737-1875 by 4:30 p.m. Friday, June 8, 2007. The Pre-Bid Site Conference may be cancelled if no one expresses an interest in attending by this date.
