NOTICE TO BIDDERS
(Chapter 103D, HRS)

SEALED BIDS for REPLACEMENT OF KILAUEA BRIDGE, FEDERAL-AID URBAN PROJECT NO. BR-0700(32), DISTRICT OF HANALEI, ISLAND OF KAUAI, will be received at the Office of the Division of Purchasing, Department of Finance, Room 303, County of Kauai, 4444 Rice Street, Lihue, Hawaii, 96766 located at Lihue Civic Center Complex, until 2:00 P.M., H.S.T., March 9, 2007, at which time and place they will be publicly opened and read aloud.
The project includes demolishing and removing an existing bridge and bridge approaches; constructing a new concrete bridge; reconstructing bridge approaches; paving; installing guardrails; striping; relocating of existing water line; pavement markings; and hydromulching in the vicinity of Kilauea Stream on Kolo Road.
A pre-bid conference is set for February 15, 2007, 9:30 A.M. , H.S.T., at 4444 Rice Street, Moikeha Building, Meeting Room 3. All prospective bidders or their representatives (employees) are encouraged to attend, but attendance is not mandatory.

To be eligible to bid, bidders must possess a valid State of Hawaii General Engineering Contractor’s “A” license prior to the award of the contract.
Bidder\u2019s notice of intention to bid must be received at said Office no later than 4:00 P.M. H.S.T., February 26, 2007. It is the bidder’s responsibility to ensure that the Office of the Division of Purchasing receives the notice of intent on time and in a legible condition.
The U.S. Department of Transportation Regulation entitled “Nondiscrimination in Federally-Assisted Programs of the U.S. Department of Transportation,” Title 49, Code of Federal Regulations (CFR), Part 21 is applicable to this project. Bidders are hereby notified that the County will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder without discrimination on the grounds of race, color, national origin and sex (as directed by 23 CFR Part 200).
The Equal Employment Opportunity Regulations of the Secretary of Labor implementing Executive Order 11246 shall be complied with on this project.
The U.S. Department of Transportation Regulations entitled \u201DParticipation by Disadvantaged Business Enterprise in Department of Transportation Programs\u201D, Title 49, Code of Federal Regulations, Part 26 is applicable to this project. Bidders are hereby notified that the Department of Transportation will strictly enforce full compliance with all of the requirements of the Disadvantaged Business Enterprise (DBE) program with respect to this project.
Bidders are directed to read and be familiar with the General Information Regarding Disadvantaged Business Enterprises (DBEs) and Regulatory Requirements for Federal-Aid Projects regarding Disadvantaged Business Enterprise (DBE), which establishes the program requirements pursuant to Title 49 Code of Federal Regulations Part 26 and, particularly, the requirements of certification, method of award, and evidence of good faith.
Each proposal shall be on a form furnished by the County of Kauai.
Estimated construction cost is between $1,000,000 and $7,000,000.
