NOTICE TO PROVIDERS OF PROFESSIONAL SERVICES

STATEMENTS OF QUALIFICATIONS (SOQs) for the Oahu Metropolitan Planning Organization (OahuMPO) Travel Forecasting Model Conversion project will be received at the OahuMPO, 707 Richards Street, Suite 200, Honolulu, Hawaii 96813-4623 until 3:00 p.m., Hawaii Standard Time, on November 17, 2006. One (1) unbound original, suitable for copying, and six (6) bound copies of the SOQs, along with a digital file(s) in PDF format on compact disk are required. SOQs transmitted by facsimile or e-mail will not be accepted.

The project involves the conversion of the current OahuMPO travel forecasting model to a Windows-based program and the conversion of the highway and transit networks to conform to a standard Geographic Information System-based coordinate system. The OahuMPO travel forecasting model currently uses MINUTP software, and the highway and transit networks are standard MINUTP networks. The travel model uses an iterative feedback process in which travel times resulting from the assignment of trips to the highway network are used as inputs to the subsequent iterations of the travel model. The land use model, which is integrated with the travel model, was developed in the UrbanSim modeling environment. After each travel model run, the resulting highway travel times and costs are input into the next run of the land use model. The results of the land use model run are then input into the next iteration of the travel model.

The OahuMPO, a subrecipient of Federal Highway Administration and Federal Transit Administration Metropolitan Planning Funds via the Hawaii Department of Transportation (HDOT), has adopted HDOT’s Disadvantaged Business Enterprises (DBE) Program in its entirety, and follows HDOT’s contract provisions. The OahuMPO hereby notifies all Providers that it will affirmatively insure that in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252 U.S.C. 2000d to 2004d-4 and Title 49 Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation, issued pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, national origin, age, or handicap/disability in consideration for an award.

The Equal Employment Opportunity Regulations of the Secretary of Labor Implementing Executive Order 11246, as amended, shall be complied with on this project.

The U.S. Department of Transportation Regulations entitled “Participation by Disadvantaged Business Enterprise in Department of Transportation Programs,” Title 49, Code of Federal Regulations, Part 26 is applicable to this project.

A Request for Qualifications (RFQ) is available to all interested firms. The RFQ provides the specifications and instructions for submitting the SOQs and other required information. Interested firms must fully respond to and comply with the specifications and instructions contained in the RFQ. The RFQ is available for pick up at the above office or for download at www.OahuMPO.org.

Questions on the RFQ must be submitted in writing, and received no later than 3:00 p.m., Hawaii Standard Time, on November 6, 2006, to Lori Arakaki, at the above address.
