Request for Proposals

REQUEST FOR PROPOSALS
The CITY AND COUNTY OF HONOLULU, through its Department of Community Services, requests proposals from qualified, private nonprofit organizations to lease City properties to provide housing for special needs groups pursuant to Section 28-3.5, Revised Ordinances of Honolulu (ROH).

The properties are described below:

1. LOWELL PLACE GROUP HOME
Location: 1027 and 1029 Lowell Place (duplex),
Honolulu, Hawaii 96817 TMK: 1-6-006:080

Improvements:Duplex containing 5,207 square feet land area and interior space of 3,760 square feet.

Use: Group home for the elderly

2. FOSTER VILLAGE SITE

Location: 1322 Haloa Drive
TMK: 9-1-47:81

Improvements: A wood frame single family house
containing 4 bedrooms, 2 baths, a study, and a two- car carport on a 6,180 s.f. lot.

Use: Group home for special needs groups or very
low-income families with special needs.

3. KAKAAKO SITE (Residential Site for Persons Experienc- ing Homelessness)

Location: 565 Quinn Lane

TMK: 2-1-31:019

Improvements: 3-story, concrete structure containing 48 studio apartment units totaling 31,242 square feet of interior space, including one manager’s unit and four office units.

Use: Transitional housing for persons experiencing homelessness with mental illness/substance abuse, special needs groups, or very low-income families.

Nonprofit organizations and community associations must meet the minimum qualifications for eligibility set forth herein: the nonprofit organization shall have: (1) been determined to be an organization eligible for exemption from income tax under Section 501 of the federal Internal Revenue Code, (2) have at least three years of experience in operating a housing program for the proposed client group, and (3) not be in arrears in the payment of taxes, rents or other obligations owed to the City and County of Honolulu, and not be in arrears in the payment of any state or federal taxes. Proposals submitted will be evaluated according to: (a) its meeting specified housing priorities of the City and County of Honolulu, (b) economic feasibility, (c) anticipated accomplishments, (d) project readiness, and (e) experience and financial capability of the applicant, including experience in administering housing projects that are subject to the regulations of the Community Development Block Grant Program and/or the HOME Investment Partnerships Program. Preference will be given to those proposals that do not require City funds and continue programs located on City property without displacement of clientele.
