BLACK-TAILED DEER HUNTING TO OPEN ON KAUAI

The Department of Land and Natural Resources announces the opening of a black-tailed deer hunting season on the island of Kauai. Pursuant to Title 13, Chapter 123 (13-123-4) “Rules Regulating Game Mammal Hunting,” the following rules and conditions will be in effect:

(Pig-dog hunting season)

Each hunter will be permitted to take up to three (3) deer during the 2006 Kauai Deer Season; one each during the archery, muzzle-loader rifle and regular rifle seasons.

ARCHERY ONLY SEASON: Resident archers interested in hunting in Units D, F, J and K for black-tailed deer will be charged $5.00 for their deer archery tag ($25.00 non-resident hunter). Archery permits are now available in the Lihue Division of Forestry and Wildlife office at 3060 Eiwa St., Room 306. Hunters must present their 2006-07 Hawaii Hunting License in order to purchase a deer archery permit. Another person may pick up your permit, but must present your license for you. Neighbor island archers may pick up an application form at the DOFAW office on their island and mail it in with the correct fee. Specific instructions are on the application form. Validated archery permits will be mailed to each hunter after payment has been received.

Archery hunters may either check-in at the Waimea Heights or Kokee Hunter Checking Stations. The bag limit will be one deer of either sex per archer per season. A successful bow-hunter who has bagged a deer will have filled their deer archery bag limit; however archers may continue take pig and goat through the duration of the deer archery only season. The bag limit will be one pig and one goat per archer per hunting day. The use of dogs is prohibited during the deer archery only seasons.

As with last year, an archery only season for deer and pig in Hunting Unit D will start on July 15 and run through August 27, 2006 on weekends and State holiday for archers with a 2006 Kauai deer archery permit-tag. The bag limit will be one deer of either sex (one pig per day). The use of dogs will not be permitted during the archery only season.

In addition, hunters who posses an unused 2006 deer archery tag will be permitted to hunt deer and pig during the regular Unit D pig-dog hunting season in September to November 2006. Pig hunters who wish to hunt deer will be required to obtain a deer archery permit-tag and may take pig and deer using knife, spear or bow and arrow. However, pig hunters who wish not to hunt deer will not be required to pick a deer permit-tag.

MUZZLE-LOADER ONLY SEASON: Residents participating in the muzzle-loader only deer season on Kauai will be assessed $5.00 for their deer muzzle-loader tag ($25.00 non-resident hunter). Kauai residents may purchase their permits starting July 10, 2006 at the Lihue DOFAW office at 3060 Eiwa St., Rm. 306, and must present their 2006-07 Hawaii Hunting license when purchasing their permit. Another person may pick up the permit for you, but he must present your hunting license to do so. Neighbor island muzzle-load hunters may pick up an application form at the DOFAW office on their island. Validated muzzle-loader permits will be mailed to off-island hunters provided their applications are correctly filled out and the appropriate fees attached.

The deer muzzle-loader tag season will be in Hunting Units A and H on September 2-3, 2006. The bag limit will be one (1) deer per muzzle-load hunter per season. The bag limit in Unit A will be one (1) antlered, forked buck or better; at least one antler must have two points, which include the tine. Spike bucks (one by one antlered buck) and female deer may not be taken in Hunting Unit A during the muzzle-loader season. Unit A will be closed to pig hunting during the deer season. Unit A hunters may check-in either at Kokee, Kekaha, or Mana Tunnels Hunter Check Stations. A successful muzzle-loader hunter who has bagged a deer will have filled their deer muzzle-loader bag limit, but may accompany their hunting group without a firearm for the duration of the muzzle-loader season. The use of dogs is prohibited during the deer muzzle-loader only weekend.

Starting this year, the Puu Opae sugar cane lands will be open the duration of the deer hunting season. These lands include Niu Ridge, Niu Valley and Makahoa Ridge. Access into the Puu Opae sugar cane lands will be by foot or horseback only. No vehicles will be permitted in the area. The only approved access route is the Kekaha-Marine hunter access road.

Units E and H muzzleload hunters must sign-in and sign-out at the Makaha Ridge Hunter Check Station. The Unit H, bag limit will be one deer of either sex per muzzle-load hunter per season. Unit H will be open to pig hunting. The use of dogs is prohibited during the deer muzzle-loader only season.

As with last year, a muzzle-loader only season for deer and pig will be held in Units E and H on November 4-5, 2006 for hunters who posses an unused 2006 deer muzzle-loader tag. The bag limit will be one deer of either sex (one pig per day). The regular pig-dog hunting season will continue as scheduled in conjunction with the deer-hunting season. Pig hunters who wish to hunt deer will be required to obtain a muzzle-loader permit. However, pig hunters who wish not to hunt deer will not be required to pick up a muzzle-loader permit-tag. Deer hunters are advised to be aware of hunting dogs in the area. Hunters are reminded to wear their blaze-orange garment.

REGULAR RIFLE SEASON: Applications for the 2006 Kauai Deer Rifle season are now available at all Division of Forestry and Wildlife offices and participating hunting license dealers on the island of Kauai. Fees for the rifle tag hunt are required and must be submitted with each rifle application. Hawaii residents will be charged $15.00 for their rifle tag, ($30.00 non-resident hunter).

The regular rifle tag season for deer will be in Hunting Units A and H for eight (8) consecutive weekends beginning on September 9 and ending October 29, 2006. As with last year, each hunter applicant will be drawn for two (2) weekends: one weekend in Hunting Unit A and another weekend in Unit H.

Hunting Unit A hunters may check-in and out either at Kokee, Kekaha or Mana Tunnels Hunter Check Stations. The bag limit in Unit A will be one (1) antlered, forked buck or better; at least one antler must have two points which include the tine. A successful rifle tag hunter (Units A or H) who has bagged a deer will have filled their bag limit, but will be permitted to accompany their hunting group without a firearm on their assigned weekends.

As with last year, a rifle season for deer and pig will be held in Units E and H on November 11, 2006 to December 31, 2006 (weekends only). Hunters who posses an unused 2006 deer rifle tag will be permitted to take one deer of either sex (one pig per day). Each hunter will be drawn for one of the eight weekends through a public lottery. The regular pig hunting season with dogs in Units E and H will continue as scheduled in conjunction with the deer hunting season. Pig hunters who wish to hunt deer will be required to obtain a deer rifle permit-tag. However, pig hunters who wish not to hunt deer will not be required to pick up a rifle permit-tag. Deer hunters are advised to be aware of hunting dogs in the area. Pig-dog hunters are reminded to wear their blaze-orange garment.

The application deadline for the regular deer rifle tag season is 3:30 p.m. Monday, August 7, 2006. The public drawing will be held at the Lihue State Office Building, Second floor Conference room 209 on Wednesday, August 16, 2006 at 4:00 p.m. Lottery results will not be given over the telephone. Hunters are encouraged to attend the public drawing to determine the results, or wait for their validated tags to be mailed to them. The Lihue Division of Forestry and Wildlife Office will post the results after the August 16th public drawing.

All deer hunters (archery, muzzle-loader and regular rifle) are required to carry their deer tag(s) and valid hunting license on their person at all times while in the hunting area. Deer tags are non-transferable between hunters and all fees are non-refundable. There will be no make-up weekends or standby permits. Deer tag(s) must be fastened to the carcass immediately after taking a deer. Successful deer hunters are asked to bring their animal carcass to the Kokee Hunter Check Station for weighing and examination. All hunters shall be required to preserve their game in a condition that will enable the identification of sex and species. No skinning or boning of deer carcasses will be permitted in the hunting area. However, hunters will be allowed to half or quarter their animal.

All other requirements contained in Chapter 123, “Rules Regulating Game Mammal Hunting” apply to the Kauai deer hunting season. For more information, please call the nearest Division of Forestry and Wildlife office on your island.
