NOTICE FOR PROFESSIONAL SERVICES

Pursuant to the provisions of HRS 103D, the County of Kauai hereby provides public notice to invite persons engaged in the professional services listed below to submit current statements of qualifications and expressions of interest for the fiscal year 2006 – 2007:
A. COUNTY ATTORNEY:
1. SPECIAL LEGAL SERVICES. The County Attorney anticipates the need for attorneys licensed in Hawaii to provide services for representation, advice, and counsel in civil and criminal matters in the following areas of law:
Administrative Law Land Use
Construction Law Municipal Law Generally
Real Estate Development Condominium Property Regime
Contract Law Public Financing
Eminent Domain Torts
Insurance Law Workers Compensation
In addition to the specific resume information called for at the end of this Notice, interested parties shall include the following information in their submittal:
a. The area(s) of practice in which the attorney or firm is interested in providing services, together with a summary of the number and types of cases/matters handled by each attorney in each category;
b. If applicable, the name of the law firm that the attorney is affiliated with, the number of years the attorney has been with that firm, whether the attorney is a partner of the firm, and what, if any, specialty areas of practice the firm has;
c. A brief description of staff and facilities available to the attorney or firm, including other attorneys, secretarial and paralegal support, and whether the firm has the ability to provide electronic case files during and following the conclusion of the case;
d. The manner of billing, including the range of hourly rates charged by the attorney or firm, together with a summary of the types and amounts of costs charged by the firm, whether any alternatives to hourly billing are available (such as fixed fee per case or project) and a description of the costs or methods of calculating charges under the alternative billing arrangements.
2. TRAINING. The County Attorney anticipates the need to select qualified persons to provide training services in the areas of law listed above and in general law office matters, such as case management and drafting.
In addition to the specific resume information called for at the end of this Notice, interested parties shall include the following information in their submittal:
a. The area(s) of practice in which the attorney or firm is interested in providing training, together with a summary of the number and types of cases/matters in the field handled by the attorney or firm;
b. The names of attorneys and other staff who are available to provide training, and their qualifications;
c. The cost of the services, including hourly rates for each person providing the service or the fee schedule for the training.
3. MASTERS/HEARINGS OFFICERS. The County Attorney anticipates the need to select qualified persons to hold hearings and take testimony and report to the board or commission findings, recommendations, or summaries of matters assigned to the master by the board or commission.
In addition to the specific resume information called for at the end of this notice, interested parties shall include the following information in their submittal:
a. The relevant experience of the attorney or firm is interested in providing these services, together with a summary of the number and types of cases/matters in the field handled by the attorney or firm;
b. If a firm or organization, the names of attorneys and other staff who are available to provide the services, and their qualifications;
c. The cost of the services, including hourly rates for each person providing the service or a fee schedule.
4. BOARD OR COMMISSION PROSECUTORS. The County Attorney anticipates the need to select qualified attorneys, licensed to practice in Hawaii, to act as a prosecutor in enforcement actions by boards or commissions.
In addition to the specific resume information called for at the end of this notice, interested parties shall include the following information in their submittal:
a. The relevant experience of the attorney or firm is interested in providing these services, together with a summary of the number and types of cases/matters in the field handled by the attorney or firm;
b. If a firm or organization, the names of attorneys and other staff who are available to provide the services, and their qualifications;
c. The cost of the services, including hourly rates for each person providing the service or the fee schedule.

B. OFFICES OF COMMUNITY ASSISTANCE – HOUSING AGENCY
1. Market Study. The Housing Agency is seeking the services of a consultant (Economist or Appraiser) licensed to do business in Hawaii, with professional qualifications and experience that are generally accepted in the real estate industry to prepare project specific market studies. Interested persons or firms should have at least five (5) years experience in preparing market studies for multifamily residential properties. The market study shall be prepared by considering a well-defined targeted market area of the proposed project and shall provide a quantitative analysis regarding the housing demand for a specific project. Services will be used to prepare up to three (3) market studies.
Interested parties are encouraged to review and be familiar with the requirements of the County of Kauais Project Specific Market Study Guidelines by contacting the person named.
Estimated Cost: $5,000 – $10,000 per study
2. Environmental Assessments. The Housing Agency is seeking the services of a consultant (Engineering or Architectural Firm) licensed to do business in Hawaii, with professional qualifications and experience to prepare Environmental Assessments in accordance with Hawaiis environmental impact statement law, HRS 343, and National Environmental Policy Act, 24 CFR Part 58 (including an ASTM Phase 1 Assessment) for County sponsored project sites. The environmental assessment shall be prepared to evaluate and document the possible environmental, social and economic consequences of proposed development projects, and processed for public review and participation in planning projects that may affect their community. Services will be used to prepare up to two (2) Environmental Assessments.
Interested parties are encouraged to review and be familiar with the requirements of the following publications by contacting the person named below:
a. The Environmental Guidebook, prepared by the Office of Environmental Quality Control, State of Hawaii (June 2004).
b. Code of Federal Regulations, 24 CFR Part 58 Environmental Review Procedures for Entities Assuming HUD Environmental Responsibilities, and Environmental Review Forms.
Estimated Cost: $15,000 – $25,000 per assessment
3. Land Surveying. The Housing Agency is seeking the services of a land surveyor to carry out land surveying to establish property boundaries and easements, prepare parcel and easement maps, and prepare metes and bounds legal descriptions for various housing development sites. Interested persons or firms should have at least five (5) years experience in land surveying. Services will be used to survey up to two (2) properties.
Estimated Cost: $2,500 – $15,000 per survey.
4. Real Estate Appraisal Services. The Housing Agency is seeking the services of a licensed real estate appraiser to provide estimates to substantiate the value of land and the value of the property after multifamily housing structures are built. Appraisals will be needed for construction loan financing. Interested persons or firms should have at least five (5) years experience in appraising residential multifamily properties. Services will be used to appraise up to three (3) properties.

C. DEPARTMENT OF PLANNING:
1. Waimea-Kekaha Development Plan Update. The Planning Department may require professional consultant services (Community Planning, GS-0020, Architecture, GS-0808) to update the existing Waimea-Kekaha Development Plan which may include but not be limited to: formulation of Special Planning areas and land use community related special studies/policies pertaining to economic, housing, agriculture, recreation, social, environmental, culture and historic resources, infrastructure, traffic circulation, growth, urban design and other land use issues; analysis of community zoning issues and implementation alternatives; public participation/education and meeting facilitation; and consistency/ implementation of General Plan recommendations pertaining to region.
Estimated cost: $300,000.
Estimated project time: Project completion about December 31, 2007.

D. DEPARTMENT OF PUBLIC WORKS BUILDING DIVISION:
1. Development Of Topographic Wind Speed-Up Design Code Provisions. The Consultant shall be a licensed professional engineer-structural branch, and should have experience in wind engineering, wind-tunnel testing procedures, and spatial analysis using Geographic Information Systems.
The CONSULTANT shall be responsible for conducting wind-tunnel research, geostatistical analyses, engineering code document development, consisting of technical assistance to the Countys Department of Public Works, Building Division, and the Civil Defense Agency.
Estimated cost: $140,000

2. Kapaa Neighborhood Center, Open Patio Addition. Services for architectural design and plans, and construction plans and specifications and cost estimates, for a patio addition on the east side of the existing Kapaa Neighborhood Center. Interested persons or firms shall have a minimum of 5-years of experience with architectural design and construction plan development for public buildings, with emphasis on community center type facilities.

E. DEPARTMENT OF PUBLIC WORKS WASTEWATER DIVISION.
1. WAIMEA WASTEWATER TREATMENT PLANT (WWTP) EXPANSION:
Description. The County of Kauai is seeking Professional Civil Engineering Design Services to provide planning, permitting, environmental assessment, engineering plans and specifications, bid documents, and services during bidding and construction for expansion of the Waimea WWTP, owned and operated by the Countys Wastewater Management Division. Work will include all services (architectural, civil, mechanical and electrical engineering) necessary to complete the design for expansion of the existing 0.3 million gallon per day WWTP. All work shall be in accordance with the State of Hawaii Department of Health (DOH) requirements for WWTP design and construction, and shall incorporate the necessary provisions for Federal Construction funding, as administered by the DOH State Revolving Fund (SRF) program.
Interested parties or firms are invited to demonstrate recent experience with Wastewater Treatment Plant design. Demonstrated experience of successful design of at least two municipally owned wastewater treatment plants with capacity in excess of 0.25 million gallons per day that were constructed within the past five years is desired.
Funding. Estimated cost for the required services is approximately $500,000.00
Contract Duration. Design and permitting are anticipated to require approximately 1 year. Bidding and Construction will require additional time estimated at 18 months. Total contract term estimated at 2.5 years.
2. ISLAND-WIDE SCADA SYSTEM DESIGN:
Description. The County of Kauai is seeking Professional Engineering Design Services to provide planning, permitting, engineering plans and specifications, bid documents, and services during bidding and construction for an Island-Wide Supervisory Control and Data Acquisition (SCADA) System. The proposed SCADA system will upgrade or replace the existing SCADA systems at all four of the Wastewater Treatment Plants (WWTP) owned and operated by the Countys Wastewater Management Division, and will include controls and telemetry of processes and instrumentation within the WWTP as well as at the 19 remote sewer pump stations (SPS) located within the sewer collection systems. Work will include all services (civil, mechanical and electrical engineering) necessary to complete the design for establishing the functional requirements for complete telemetry and instrumentation, and preparation of bid documents to procure integration and construction services. Project plans shall incorporate the necessary provisions for Federal Construction funding, as administered by the State of Hawaii Department of Health State Revolving Fund (SRF) program.
Interested parties or firms are invited to demonstrate recent experience with Wastewater, Water, or Stormwater utility SCADA system design. Demonstrated experience of successful design of SCADA systems constructed within the past five years for twenty or more geographically distributed facilities is desired.
Funding. Estimated cost for the required services is approximately $150,000.00.
Contract Duration. Design and permitting are anticipated to require approximately 1 year. Bidding and Construction will require additional time estimated at 18 months. Total contract term estimated at 2.5 years.

Resumes should include:
1. Reference to this Notice by noting \u201D#1-PROF-06/07\u201D on the cover page of each resume, AND the name of the department and service that the resume is to be directed to.
2. The name of the firm or person, the principal place of business, and location of all of its offices.
3. A description or narrative of the firm and statements of qualifications (education, training, licenses, credentials) and experiences of the principals and staff members to be involved, and supporting data as it relates to the proposed projects.
4. The age of the firm and its average number of employees over the past five (5) years.
5. A list of similar projects undertaken and completed within the last five (5) years (including dates), the amount of the projects, owners of the projects and the scope of work performed.
6. The names of up to five (5) clients who may be contacted, including at least two (2) for whom services were rendered during the preceding year.
7. Capacity to complete the work in the required time.
8. Any other pertinent data that should or may be considered in the evaluation of the firm\u2019s qualifications.
Resumes may be amended at any time by filing a new statement. Any change in resumes that will be cause for disqualifying the firm from consideration for award shall be immediately reported to the Director of Finance.

Deadline for submissions is 4:00 PM (Hawaii Standard Time), Friday, June 16, 2006. Late submissions will be returned. Risk of late delivery shall lie with the sender.
