PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that the Department of Planning and Permitting of the City and County of Honolulu will hold a public hearing for the purpose of sunsetting the January 2000 Rules Relating to Storm Drainage Standards, as amended, and adopting minor revisions to the new Rules Relating to Water Quality. The hearing will be held at the following time and location:

PURPOSE:
Primary purpose is to repeal the remainder of the Rules Relating to Storm Drainage Standards (Rules), January 2000, as amended, in its entirety, which will be superseded by the City and County Honolulu Storm Drainage Standards (Standards). Secondary purpose is to amend the Rules Relating to Water Quality to reflect minor corrections, including revisions to the following Sections: §20-3-10 Minimum BMP Performance Standards; §20-3-3 Definitions – “Certified Water Pollution Preparer”, “ESCP Coordinator”, and “Redevelopment”; §20-3-4(o) No abrogation, §20-3-22 Requirements for Category 3 Projects; §20-3-38 Sediment Barriers; §20-3-40 Vegetated Buffers; §20-3-41 Sediment Basins; §20-3-51 Storm Water Quality Reports; §20-3-52 Storm Water Quality Checklists, §20-3-54 Post Construction BMP Certification and Recording; §20-3-58 Treatment Control BMPs Numeric Sizing Criteria; §20-3-63 Feasibility Criteria; and addition of “Impervious Surface” to §20-3-3 Definitions, Appendix I Certificate of Completion Form to §20-3-54 Post Construction BMP Certification and Recording, and (h) Residential Vehicle and Equipment Washing for Condominiums and Apartment Buildings to §20-3-57 Source Control BMPs.
Copies of the Standards and proposed amendments to the Rules Relating to Water Quality are available at http://www.honoluludpp.org/ReportsNotices.aspx or may be reviewed or obtained at the Department of Planning and Permitting, Site Development Division, 8th Floor, Frank F. Fasi Municipal Building, 650 South King Street, Honolulu, Hawaii 96813, during normal business hours (7:45 a.m. to 4:30 p.m., Monday thru Friday).
All interested persons are invited to attend. Those persons desiring to testify may register prior to the public hearing at the public hearing site and are encouraged to submit one copy of their testimony in writing.
Attendance at the public hearing is not necessary to submit testimony. Written testimony may be faxed (808-768-4950) or mailed (650 South King Street, 7th Floor, Honolulu, Hawaii 96813) to the Department prior to the public hearing and will be considered in the evaluation of the request.
