NOTICE OF PUBLIC HEARING
Hawaii Housing Finance and Development Corporation (HHFDC), Department of Business, Economic Development and Tourism, State of Hawaii, will hold a public hearing on January 30, 2017 at 10:00 a.m. at the HHFDC Boardroom, 677 Queen Street, Suite 300, Honolulu, Hawaii, on amendments to and compilation of Chapter 15-307, “State-Assisted Land and Housing Development Program,” Hawaii Administrative Rules (HAR). All are invited to state their views on the proposed rule amendments orally or in writing. Five copies of written testimony shall be given to the presiding officer at the hearing, or within seven days before the hearing to HHFDC, Attention: Mavis Masaki, 677 Queen Street, Suite 300, Honolulu, Hawaii 96813.
The proposed amendments primarily implement Acts 131 and 132, Session Laws of Hawaii 2016. Act 131 broadens the Hawaii Housing Finance and Development Corporation’s ability to develop mixed-use developments to help create communities with housing, jobs, shops, and government services located in close proximity, and facilitates broader-scaled interagency partnerships with State and County departments and agencies for housing developments, including mixed-use developments, on state and county lands. Act 132 authorizes the creation of Regional State Infrastructure Improvement Subaccounts within the Dwelling Unit Revolving Fund (DURF) and the use of DURF to provide loans and grants to finance regional state infrastructure improvements that will support development in areas of planned growth. Other amendments to existing programs are also proposed that relate to permanent DURF loans, and to HHFDC’s real estate services programs.
The proposed rules are available for review at HHFDC, 677 Queen Street, Suite 300, during regular business days from 7:45 a.m. to 4:30 p.m. It is also available on the HHFDC website at http://dbedt.hawaii.gov/hhfdc/administrative-rules and at regional public libraries. A copy of the proposed rules may be mailed upon receipt of $13.53 for copying and postage costs.
