DIRECTOR OF THE OFFICE OF COUNCIL SERVICES

The director of the office of council services shall have a minimum education equivalent to a bachelor’s degree in public administration, political science or related field and a minimum of ten years of training and experience in public service or equivalent experience that qualifies the director to perform the duties of the office. Highly desirable experience includes at least five years’ training and experience in administration and the supervision of a legislative/legal research office, including knowledge and experience in the areas of policy research and analyses, legislative drafting, structure and operations of municipal government, budget preparation and review, land use planning, and decision-making processes. Proven leadership skills and management experience in providing a comprehensive research and reference service on legislative problems, the use of technology solutions for legislative drafting, document storage-retention and development of a reference library for use by the council and attached agencies are also being sought. Demonstrated knowledge of the laws of the State of Hawaii and the City and County of Honolulu required. Law degree preferred.
