Request for Proposals (RFP)
Community Development Block Grant (CDBG) Program

The City and County of Honolulu, through its Departments of Community Services and Budget and Fiscal Services (“City”), is requesting proposals (hereinafter “applications’) from private nonprofit agencies or City agencies that are seeking federal CDBG funds to undertake community development acquisition projects on Oahu which principally benefit persons of low- and moderate-income or which eliminate slum/blight areas.

The City anticipates awarding up to $15 million in CDBG funds under this RFP. The funds include Fiscal Year 2017 and prior years’ CDBG funds. The availability of funding is subject to the adoption of a Resolution by the City Council of the City and County of Honolulu, authorizing the reprogramming of the foregoing funds.

All agencies must submit their CDBG funding application to the Division of Purchasing by 4:00 p.m., Monday, December 19, 2016, as evidenced by a date and time stamp from the Division of Purchasing. The Division of Purchasing is located at Honolulu Hale, 530 South King Street, Room 115, Honolulu, Hawaii.

Return the complete funding application by the submission deadline.

Eligible CDBG activities covered by this RFP

CDBG funds may only be used for the acquisition of real property for use as public facilities or for affordable housing or economic development projects. CDBG funds may also be used to pay for costs associated with such acquisition including, but not limited to, appraisals, title and escrow services, inspections, and legal expenses. Affordable housing projects may include, but are not limited to, acquisition of single room occupancy projects to support the City’s Housing First initiative.

Eligible Applicants

Private Nonprofit Agencies – organizations that are chartered or otherwise authorized to do business in the State of Hawaii for charitable purposes, that have been designated 501(c)(3) tax-exempt organizations by the Internal Revenue Service, and that are otherwise eligible to receive grants under the Revised Ordinances of Honolulu, Chapter 6, Article 29.
