For Proposed Rules for Using County of
Hawai’i Department of Parks and Recreation Facilities
The County of Hawai’i Department of Parks and Recreation will hold a public hearing regarding the proposed adoption of a new operational Rule 16-Rules Relating to Mauna Kea Recreation Area. The proposed rule would regulate public access and use of the park and its amenities. This will include establishing user fees for overnight use of the cabins, bunkhouses and dinning/recreation hall; capacity limits for overnight use; acceptable forms of payment for lodging permits and security deposit; refund policy; maximum length of stay; check-in and check-out times; personal and commercial nighttime stargazing activity; prohibited activities and uses such as smoking, alcohol use, fires, animals, and firearms; operation and parking of vehicles; and the authority by the Parks and Recreation Director to modify the rules on an interim basis.
The hearing will begin at 5 p.m. or shortly thereafter on Monday, November 21, 2016, at the Hilo Council Chambers, Hawai’i County Building, 25 Aupuni Street, First Floor, Room 1401, in Hilo, HI 96720.
All interested persons are urged to attend the public hearing to present relevant information and individual opinion for the Department of Parks and Recreation to consider. Persons unable to attend or wishing to present additional comments may mail, fax (961-8411) or deliver testimony to the Department of Parks and Recreation, 101 Pauahi Street, Suite 6, Hilo, HI 96720. Email testimony may be submitted to: parks_recreation@hawaiicounty.gov. Type Rule 16 MKRA in the subject line of the message. Written and emailed testimony must be received by 4:30 p.m. Monday, November 21, 2016. All written, emailed, and oral submissions shall be fully considered and included in the record of the hearing.
Copies of the proposed rule are available at the P&R Administrative Office located at 101 Pauahi Street, Suite 6, Hilo, and online at http://www.hawaiicounty.gov/parks-and-recreation/rules, or by mail before the hearing upon request. Copies cost $1.00 for the first page and 10 cents for each additional page plus postage. Copies may be mailed to interested persons after payment of fees for copying and postage is received. Please call 961-8311 to request copies. The meeting room is accessible to persons with disabilities. If special accommodations for the public hearing are needed, please make all requests at least ten (10) business days prior to the hearing by calling 961-8311.
