NEW BUSINESS 9:00 a.m.
1. APPLICANT: EDMUND C. OLSON TRUST NO. 2 (REZ 16-211)
Application for a Change of Zone from Agricultural-20 acre and Open zoning districts to a Family Agricultural-1 acre (FA-1a) zoning district affecting a total of approximately 39.68 acres of land. The contiguous subject parcels are located on the east (mauka) side of Wainaku Street, approximately 620 feet north of its intersection with Amauulu Road, Puueo, South Hilo, Hawaii TMK: 2-6-008:026 and 027.
2. APPLICANT: TRAM NGO (REZ 16-212)
Application for a Change of Zone from Single Family Residential10,000 square feet (RS-10) to General Commercial10,000 square feet (CG-10) zoning district for 16,911 square feet of land. The subject property is located on the west side of Kilauea Avenue approximately 90 feet south of the West Lanikaula Street-Kilauea Avenue intersection, Waiakea Houselots 2nd Series, South Hilo, Hawaii, TMK: 2-2-025:012.
3. APPLICANT: EDWARD L. TORRISON (REZ 16-213)
Application for a Change of Zone from a Single Family Residential-10,000 square feet (RS-10) to a Neighborhood Commercial-10,000 square feet (CN- 10) zoning district for approximately 11,642 square feet of land situated between Waianuenue Avenue and Kaumana Drive at 875 Waianuenue Avenue, Piihonua, South Hilo, Hawaii, TMK: 2-3-025:063.
4. APPLICANT: KUKUIHAELE PLANTATION HOUSE LLC (Revoke USE No. 204)
Request to revoke Use Permit No. 204 originally approved on April 1, 2005 and issued to World Healing Institute to allow the establishment of a children’s convalescent facility on approximately 31 acres of land within the Resort-Hotel-25,000 square-foot per unit (V-25) zoning district. The area involves the site of the formerly proposed Trees of Kukuihaele development located within Kukuihaele and makai of the Honokaa-Waipio Road (Highway 240) and the old government road at Waikoekoe and Kanahonua, Hamakua, Hawaii, TMKs: 4-8-006:003, 013 & 069.
5. INITIATOR: PLANNING DIRECTOR
State Land Use District boundary amendment (SLU 16-046) and Change of Zone (REZ 16-214) comprising the following actions:
a) Reclassify lands from the State Land Use Agricultural to Urban District, covered by Tax Map Key 4-8-006: Portion of 003; and
b) Reclassify lands from Resort-Hotel (V-25) and Agricultural (A-40a) to Single Family Residential (RS-5a & RS-10a) covered by TMKs: 4-8- 006:003, 013 & 069.
The properties are the site of the formerly proposed Trees of Kukuihaele development located within Kukuihaele and makai of the Honokaa-Waipio Road (Highway 240) and the old government road at Waikoekoe and Kanahonua, Hamakua, Hawaii.

6. CLAIMANT: OHANA HOOPAKELE
Discussion and action on a claim for the release of funds from the Geothermal Asset Fund that includes a recommendation from the claims adjuster, for the following community approved geothermal impact mitigation project:
Psycho-Social and Community Wellbeing Study in Response to Geothermal Development on the Big Island – $293,760
Funding to conduct a baseline and prospective psycho-social impact assessment on the Big Island of Hawaii in order to identify both past, existing and potential adverse impacts upon Native Hawaiians associated with the development of geothermal energy generation facilities.
7. CLAIMANT: OFFICE OF THE MAYOR
Discussion and action on a claim for the release of funds from the Geothermal Asset Fund that includes a recommendation from the claims adjuster, for the following community approved geothermal impact mitigation project:
Additional Funding to Supplement Geothermal Public Health Study – $225,000
Discussion and action on a request for additional funding to supplement the funding previously approved by the Windward Planning Commission to conduct a public health study of up to three years to determine if there are health effects on Puna residents that can be linked to geothermal energy development that will focus on effects on central nervous system, respiratory and anxiety disorder symptom functions. The Windward Planning Commission, at its September 4, 2014 meeting, awarded an amount of $750,000 from the Geothermal Asset Fund for this study subject to the Mayor’s Office seeking additional input from the Center for Disease Control (CDC) and the Environmental Protection Agency (EPA) with annual reports to the Windward Planning Commission on the status of the Request for Proposal (RFP). This current claim seeks additional funding beyond the awarded $750,000 to conduct this study based on responses to the RFP.
