TRAFFIC CONTROL DEVICES
IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2015-9 TO AMEND SCHEDULE I OF SECTION 15-6.2(a) ESTABLISHING TRAFFIC SIGNALS (CITY); SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE XIII OF SECTION 15-11.2(c) ESTABLISHING YIELD RIGHT-OF-WAY; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XVI OF SECTION 15-13.4(a) ESTABLISHING RESERVED PARKING STALLS; SCHEDULE XVIII OF SECTION 15-13.9(a)(5) ESTABLISHING TOW ZONES–PM PEAK; SCHEDULE XX OF SECTION 15-13.9(a)(7) ESTABLISHING TOW ZONES–24 HOURS; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXIII OF SECTION 15-14.5(b) ESTABLISHING PROHIBITED LOADING/UNLOADING; SCHEDULE XXIV OF SECTION 15-15.1(d) ESTABLISHING CURB LOADING ZONES; SCHEDULE XXV OF SECTION 15-15.3(d) ESTABLISHING OFFICIAL BUS STOPS; SCHEDULE XXVIII OF SECTION 15-17.2(d) ESTABLISHING RESTRICTED PEDESTRIAN CROSSING ROADWAYS; SCHEDULE XXXVIII OF SECTION 15-24.17 ESTABLISHING MISCELLANEOUS TRAFFIC CONTROLS.
Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:
a. By amending Schedule I of Sec. 15-6.2(a) establishing traffic signals by adding thereto the following item:
“California Ave-Rose St.”
b. By amending Schedule V of Sec.15-7.2(b)(3) establishing speed limit–25 mph by adding thereto the following items:
“Alakea St., for its entire length.”
“Maalewa St., for its entire length.”
“Melekomo St., for its entire length.”
“Moelehua Pl., for its entire length.”
“Moohele St., for its entire length.”
c. By amending Schedule XIII of Sec. 15-11.2(c) establishing yield right-of-way by adding thereto the following item:
“Naniloa Lp. (western intersection)-Kamehameha Hwy. Makai bound traffic making a right turn into Kamehameha Hwy. shall yield the right-of-way to traffic on Kamehameha Hwy.”
d. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections in the following particulars:
1. By adding thereto the following items:
“Circle Dr-Rose St. Traffic on Circle Dr. shall stop before entering Rose St.”
“Hale Laa Blvd-Kamehameha Hwy. Traffic on Hale Laa Blvd. shall stop before entering Kamehameha Hwy.”
“Kelakela St-Melekomo St. Traffic on Kelakela St. shall stop before entering Kamehameha Hwy.”
“Kulanui St-Kamehameha Hwy. Traffic on Kulanui St. shall stop before entering Kamehameha Hwy.”
“Lanihuli St-Kamehameha Hwy. Traffic on Lanihuli St. shall stop before entering Kamehameha Hwy.”
“Loko Dr-Rose St. Traffic on Loko Dr. shall stop before entering Rose St.”
“Maalewa St-Melekomo St. Traffic on Maalewa St. shall stop before entering Melekomo St.”
“Maalewa St-Ukuwai St. Traffic on Maalewa St. shall stop before entering Ukuwai St.”
“Makeke St-Palahia St. Traffic on Makeke St. shall stop before entering Palahia St.”
“Melekomo Pl-Melekomo St. Traffic on Melekomo Pl. shall stop before entering Melekomo St.”
“Moelehua Pl-Melekomo St. Traffic on Moelehua Pl. shall stop before entering Melekomo St.”
“Moohele Pl-Moohele St. Traffic on Moohele Pl. shall stop before entering Moohele St.”
“Moohele St-Melekomo St. Traffic on Moohele St. shall stop before entering Melekomo St.”
“Moohele St-Ukuwai St. Traffic on Moohele St. shall stop before entering Ukuwai St.”
“Naniloa Lp. (eastern intersection)-Kamehameha Hwy. Traffic on Naniloa Lp. shall stop before entering Kamehameha Hwy.”
“Naniloa Lp. (western intersection)-Kamehameha Hwy. Traffic on Naniloa Lp. shall stop before entering Kamehameha Hwy.”
“Puapake St-Palahia St. Traffic on Puapake St. shall stop before entering Palahia St.”
“Rose Pl-Rose St. Traffic on Rose Pl. shall stop before entering Rose St.”
“Wahinepee St-Kamehameha Hwy. Traffic on Wahinepee St. shall stop before entering Kamehameha Hwy.”
2. By deleting therefrom the following item:
“Avocado St-Walker Ave. Traffic on Avocado St. shall stop before entering
Walker Ave.”
e. By amending Schedule XVI of Sec. 15-13.4(a) establishing reserved parking stalls in the following particulars:
1. By adding thereto the following item:
“Alakea St., Ewa side, distance 330’ mauka direction from a point 92’ mauka of the mauka curb prolongation of S. Hotel St., for authorized Honolulu Police vehicles only, 6:00 a.m. to 3:30 p.m., Monday to Friday, except during PM Peak tow-away hours.
2. By deleting therefrom the following item:
“Alakea St., Ewa side, distance 46’ mauka direction from point 84’ mauka of mauka curb prolongation of S. Hotel St., for authorized Honolulu Police vehicles only, 6:00 a.m. to 3:30 p.m., Monday to Friday, except PM Peak tow-away hours.
f. By amending Schedule XVIII of Sec. 15-13.9(a)(5) establishing tow zones–PM Peak by amending thereto the following item:
Alakea St., Koko Head side, between Hotel and Beretania Sts.; to read:
“Alakea St., both sides, between S. Hotel and S. Beretania Sts.”
g. By amending Schedule XX of Sec. 15-13.9(a)(7) establishing tow zones–24 hours in the following particulars:
1. By adding thereto the following items:
“Alakea St., Koko Head side, distance 145’ makai direction from the makai curb prolongation of S. Beretania St.”
“Alakea St., Koko Head side, distance 48’ mauka direction from a point 190’ mauka of the mauka curb prolongation of S. Hotel St.”
2. By amending thereto the following items:
Alakea St., Ewa side, distance 96’ mauka direction from the mauka curb prolongation of S. Hotel St.; to read:
“Alakea St., Ewa side, distance 92’ mauka direction from the mauka curb prolongation of S. Hotel St.”
Alakea St., Ewa side, distance 417’ makai direction from the makai curb prolongation of S. Beretania St.; to read:
“Alakea St., Ewa side, distance 129’ makai direction from the makai curb prolongation of S. Beretania St.”
3. By deleting therefrom the following item:
“Alakea St., Koko Head side, distance 109’ makai direction from the makai curb prolongation of Beretania St.”
h. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:
1. By adding thereto the following items:
“Kului Pl., Koko Head side, distance 33’ mauka direction from the mauka curb prolongation of Leighton St.”
“Melekomo Pl., eastern side, for its entire length and including its turnaround area.”
“Melekomo St., within its eastern and western turnaround areas.”
“Moelehua Pl., within its turnaround area.”
“Moohele Pl., eastern side, for its entire length and including its turnaround area.”
“Palolo Terrace Pl., within its turnaround area.”
2. By amending thereto the following items:
Kului Pl., Ewa side, entire length; to read:
“Kului Pl., Ewa side, for its entire length and including its turnaround area.”
Palahia St., odd-numbered (northeastern) side, from Makakilo Dr. to a point 325’ mauka of the mauka curb prolongation of Puliko St.; to read:
“Palahia St., odd-numbered side, from Makakilo Dr. to a point 190’ mauka of the mauka curb prolongation of Puliko St.”
Palahia St., odd-numbered (northeastern) side, mauka direction from a point 175’ makai of the makai curb prolongation of Kalemakapii St. to Ilioe St. and including its turnaround area; to read:
“Palahia St., odd-numbered side, mauka direction from a point 115’ makai of the makai curb prolongation of Kalemakapii St. to Iliohe St.”
i. By amending Schedule XXIII of Sec. 15-14.5(b) establishing prohibited parking loading and unloading by amending thereto the following item:
Alakea St., Ewa side, distance 417’ makai direction from the makai curb prolongation of S. Beretania St., to read:
“Alakea St., Ewa side, distance 129’ makai direction from makai curb prolongation of S. Beretania St.”
j. By amending Schedule XXIV of Sec. 15-15.1(d) establishing curb loading zones in the following particulars:
1. By amending thereto subsection (b) freight loading zone the following item:
Alakea St., Koko Head side, distance 44’ mauka direction from point 30’ mauka of makai boundary 1181 Alakea St.; to read:
“Alakea St., Koko Head side, distance 44’ makai direction from a point 109’ makai of the makai curb prolongation of S. Beretania St., 7:00 a.m. to 3:30 p.m., Monday to Friday, except Saturdays and State holidays.”
2. By deleting therefrom subsection (b) freight loading zone the following item:
“Alakea St., Ewa side, distance 44’ mauka direction from point 46’ mauka of mauka curb prolongation Hotel St., 7:00 a.m. to 3:30 p.m., Monday to Friday, except Saturdays and State holidays.”
k. By amending Schedule XXV of Sec. 15-15.3(d) establishing official bus stops in the following particulars:
1. By adding thereto the following item:
“Palahia St., odd-numbered side, distance 150’ mauka direction from a point 266’ makai of the makai curb prolongation of Kalemakapii St.”
2. By amending thereto the following items:
Monsarrat Ave., Ewa side, distance 150’ makai direction from a point 28’ makai of the makai curb prolongation of Trousseau St.; to read:
“Monsarrat Ave., mauka side, distance 160’ Ewa direction from the Ewa curb prolongation of Trousseau St.”
Monsarrat Ave., makai side, distance 150’ Koko Head direction from a point 34’ Koko Head of the Koko Head property line of 3337 Diamond Head Rd.; to read:
“Monsarrat Ave., makai side, distance 150’ Ewa direction from the Ewa curb prolongation of Trousseau St.”
Palahia St., Honolulu side, distance 60’ mauka direction from a point 70’ mauka of the mauka curb prolongation of Makeke St.; to read:
“Palahia St., odd-numbered side, distance 150’ mauka direction from a point 190’ mauka of the mauka curb prolongation of Puliko St.”
3. By deleting therefrom the following item:
“Palahia St., Honolulu side, distance 40’ mauka direction from the mauka curb prolongation of Iliohe St.”
l. By amending Schedule XXVIII of Sec. 15-17.2(d) establishing restricted pedestrian crossing roadways by adding thereto the following items:
“Aiea Heights Dr., approximately 250’ mauka of the mauka curb prolongation of Moanalua Rd.”
“Alakea St., between S. Hotel and S. Beretania Sts., mid-block crosswalk fronting Hawaiian Telcom at 1177 Bishop St.”
m. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls in the following particulars:
1. By adding thereto the following item:
“Alakea St., Ewa bound traffic on S. Hotel St. shall turn right into Alakea St., except City buses and bikes.”
2. By deleting therefrom the following items:
“Queen Emma Square, commencing at the curb prolongation of Queen Emma St. at the mauka entrance and measured by the DTS along the centerline of Queen Emma Square in the Koko Head direction one anti-speed bump to be placed on Queen Emma Square at a distance 176’ from said curb prolongation.”
“Queen Emma Square, commencing at the curb prolongation of Queen Emma St. at the makai exit and measured by the DTS along the centerline of Queen Emma Square in the Koko Head direction one anti- speed bump to be placed on Queen Emma Square at a distance of 100’ from said curb prolongation.”
Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
