NOTICE OF PUBLIC HEARING

Pursuant to Section 91-3 Hawaii Revised Statues (“HRS”) notice is hereby given that the Department of Budget and Fiscal Services of the City and County of Honolulu will hold a public hearing to consider Budget and Fiscal Services’ Rules. The public hearing will be held on Friday, August 28, 2015 at 9:00 a.m. in the Department of Budget and Fiscal Services’ Conference Room. The proposal is to amend and update Rule 72-3 Electronic Transaction Convenience and Service Fee.

“Convenience and Service Fee” is defined as the fee charged for electronic transactions completed via the Internet, interactive voice response system, computer terminal, or other electronic means. Rule 72-3 Electronic Transaction Convenience and Service Fee is being amended to apply not only to convenience fees, but also to service fees for electronic transactions; and to include real property tax payments, which are currently excluded from the rule.

All interested persons are invited to attend the hearing and will be afforded an opportunity to be heard and to submit information, data, views, or arguments on the amending or updating of the rule, either orally or in writing. Any interested person who would like to be heard or to submit information, data, or arguments are requested to register at the public hearing site (30) minutes prior to the starting time of the public hearing as specified above. If written testimony is to be presented, five copies should be made available to the presiding officer at the public hearing or by mailing or delivering the copies by August 21, 2015, seven days before the hearing, to:

Attendance at the public hearing is not a prerequisite for submission of written testimony. Written testimony that is received by 11:00 a.m. on August 28, 2015 at the above specified address will be included in the record of hearing.

A copy of the proposed rule will be mailed to any interested person by written request to the Department of Budget and Fiscal Services at the above-specified address. Payment in the amount of $1.49 to cover the cost of copying and mailing must also be received by August 21, 2015.

Special accommodations, e.g. sign language interpreter, large print, taped materials, or accessible parking can be made available, if requested at least (5) working days before the scheduled public hearing.
