Traffic Schedule No. 2014-9
TRAFFIC CONTROL DEVICES

IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2014-9 TO AMEND SCHEDULE I OF SECTION 15-6.2(a) ESTABLISHING TRAFFIC SIGNALS (CITY); SCHEDULE IV OF SECTION 15-7.2(a)(2) ESTABLISHING SPEED LIMIT–15 MPH; SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE XI OF SECTION 15-8.3(b) ESTABLISHING NO TURNS; SCHEDULE XII OF SECTION 15-10.1(b) ESTABLISHING ONE-WAY STREET; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XVII OF SECTION 15-13.9(a)(4) ESTABLISHING TOW ZONES–AM PEAK; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXIV OF SECTION 15-15.1(d) ESTABLISHING CURB LOADING ZONES; SCHEDULE XXV OF SECTION 15-15.3(d) ESTABLISHING OFFICIAL BUS STOPS; SCHEDULE XXVI OF SECTION 15-16.1 ESTABLISHING TIME LIMIT PARKING; SCHEDULE XXVII OF SECTION 15-17.1 ESTABLISHING CROSSWALKS; SCHEDULE XXXVIII OF SECTION 15-24.17 ESTABLISHING MISCELLANEOUS TRAFFIC CONTROLS.

Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:

a. By amending Schedule I of Sec. 15-6.2(a) establishing traffic signals (City) by adding thereto the following items:

“Dillingham Blvd, 500’ Koko Head direction from the Koko Head curb prolongation of Alakawa St.”

“Kalakaua Ave., fronting the International Market Place.”

b. By amending Schedule IV of Sec. 15-7.2(a)(2) establishing speed limit–15 mph by adding thereto the following item:

“Hoolulu St., for its entire length.”

c. By amending Schedule V of Sec. 15-7.2(b)(3) establishing speed limit–25 mph by adding thereto the following item:

“Mott-Smith Dr., for its entire length.”

d. By amending Schedule XI of Sec. 15-8.3(b) establishing no turns by amending thereto the following items:

McArthur St. No left turn into McArthur St. from Imipono St., 7:00 a.m. to 3:00 p.m., school days only; to read:

“McArthur St. No left turn into McArthur St. from Imipono St., 7:00 a.m. to 3:30 p.m., school days only.”

McArthur St. No left turn into McArthur St. from both driveways of 85-879 Mill St., 7:00 a.m. to 3:00 p.m., school days only; to read:

“McArthur St. No left turn into McArthur St. from both driveways of 85-879 Mill St., 7:00 a.m. to 3:30 p.m., school days only.”

e. By amending Schedule XII of Sec. 15-10.1(b) by amending thereto the following item:

McArthur St., makai direction, between Waianae Valley Rd. and Mill St., 7:00 a.m. to 3:00 p.m., school days; to read:

“McArthur St., makai direction, between Waianae Valley Rd. and Mill St., 7:00 a.m. to 3:30 p.m., school days.”

f. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections by adding thereto the following item:

“Wehena Pl-Pulelo St. Traffic on Wehena Pl. shall stop before entering Pulelo St.”

g. By amending Schedule XVII of Sec. 15-13.9(a)(4) establishing tow zones–AM Peak by amending thereto the following item:

Hunakai St., Ewa side, distance approximately 120’ makai direction from the makai intersection of Keanu/Hunakai Sts.; to read:

“Hunakai St., Ewa side, distance approximately 59’ makai direction from the makai curb prolongation of Keanu St. (makai intersection).”

h. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:

1. By adding thereto the following items:

“Anoai Pl., mauka side, distance 181’ Koko Head direction from the Koko Head curb prolongation of Paty Dr.”

“Hunakai St., Ewa side, distance 101’ makai direction from a point 51’ mauka of the mauka curb prolongation of Keanu St. (makai intersection).”

“McArthur St., Kaena Point side, distance 240’ makai direction from a point 390’ makai of the makai curb prolongation of Imipono St., 7:00 to 8:00 a.m. and 1:30 to 3:30 p.m., school days only.”

“Namahana St., Ewa side, distance 59’ mauka direction from the mauka curb prolongation of Kuhio Ave.”

2. By amending thereto the following items:

Anoai Pl., makai side, from Paty Dr. to its terminus; to read:

“Anoai Pl., makai side, from Paty Dr. to its terminus and including its turnaround area.”

Kanaina Ave., makai side, distance 88’ Ewa direction from a point 25’ Ewa of the Ewa curb prolongation of Francis St.; to read:

“Kanaina Ave., makai side, distance 177’ Ewa direction from a point 100’ Ewa of the Ewa curb prolongation of Francis St.”

Waipahu St., makai side, from a point 260’ Koko Head of the Koko Head curb prolongation of Leowahine St. to Waipahu Depot Rd.; to read:

“Waipahu St., makai side, from a point 380’ Koko Head of the Koko Head curb prolongation of Leowahine St. to Waipahu Depot Rd.”

3. By deleting therefrom the following items:

“Anoai Pl., mauka side, from the mauka-Ewa property corner of 3341 Anoai Pl. to Paty Dr.”

“Namahana St., Ewa side, distance 70’ makai direction from the makai curb prolongation of Ala Wai Blvd.”

i. By amending Scheule XXIV of Sec. 15-15.1(d) establishing curb loading zones in the following particulars:

1. By amending thereto subsection (a) passenger loading zone the following item:

Namahana St., Ewa side, distance 102’ mauka direction from point 50’ mauka of mauka curb prolongation of Kuhio Ave.; to read:

“Namahana St., Ewa side, distance 19’ mauka direction from a point 59’ mauka of the mauka curb prolongation of Kuhio Ave.”

2. By adding thereto subsection (b) freight loading zone the following item:

“Namahana St., Koko Head side, distance 96’ mauka direction from a point 283’ mauka of the mauka curb prolongation of Kuhio Ave.”

3. By amending thereto subsection (b) freight loading zone the following item:

Bethel St., Koko Head side, distance 40’ makai direction from a point 75’ makai of the makai curb prolongation of S. King St., 7:00 a.m. to 3:30 p.m., Monday to Friday; 7:00 a.m. to 4:00 p.m., Saturday except Sundays and State holidays; to read:

“Bethel St., Koko Head side, distance 40’ makai direction from a point 75’ makai of the makai curb prolongation of S. King St., 8:30 a.m. to 3:30 p.m., Monday to Friday; 7:00 a.m. to 4:00 p.m., Saturday except Sundays and State holidays.”

j. By amending Schedule XXV of Sec. 15-15.3(d) establishing official bus stops in the following particulars:

1. By adding thereto the following item:

“Namahana St., Ewa side, distance 71’ mauka direction from a point 115’ mauka of the mauka curb prolongation of Kuhio Ave., for tour bus loading.”

2. By amending thereto the following items:

Lunaai St., Kahuku side, distance 150’ makai direction from a point 8’ makai of the makai property line of 1039 Lunaai St.; to read:

“Lunaai St., western side, distance 160’ northerly direction from a point 93’ south of the southern curb prolongation of Lunaai Pl.”

Waipahu St., makai side, distance 150’ Ewa direction from a point 101’ Ewa of the Ewa curb prolongation of Pupukahi St.; to read:

“Waipahu St., makai side, distance 169’ Koko Head direction from a point 211’ Koko Head of the Koko Head curb prolongation of Leowahine St.”

k. By amending Schedule XXVII of Sec. 15-17.1 establishing crosswalks in the following particulars:

1. By adding thereto the following items:

“Kilauea Ave., at the end of the traffic island near Makaiwa St.”

“King St., 15’ wide, centerline approximately 55’ Ewa of the Ewa curb prolongation of Haka Dr.”

“Pensacola St., between Davenport St. and Karratti Ln.”

“Piikoi St., 225’ makai of the makai curb prolongation of Waimanu St.”

“Royal Hawaiian Ave., 10’ wide, centerline 8’ makai of the makai curb prolongation of Lauula Pl., a private roadway.”

“School St., fronting Kauluwela School.”

“Smith St., at entrance to the Municipal Parking Lot, between Marin and King Sts.”

“Young St., between Kalakaua Ave. and Keeaumoku St., at the new police station.”

l. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls in the following particulars:

1. By adding thereto the following item:

“Ukuwai St., east bound traffic in the southern lane must turn right at Ainamakua Dr.”

2. By amending thereto the following item:

Ala Ilima St., Ewa bound traffic must turn right at Ala Napunani St., 7:00 to 9:00 a.m. and 1:00 to 3:00 PM, school days only; to read:

“Ala Ilima St., Ewa bound traffic must turn right at Ala Napunani St., 7:00 to 9:00 a.m. and 2:00 to 4:00 p.m., school days only.”

Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
