DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM
Federal Fiscal Year 2015 -2017 Overall Goals
Pursuant to Title 49, Code of Federal Regulations (CFR), Part 26, notice is hereby given that the State of Hawaii, Department of Transportation (HDOT), is proposing DBE goals for the Airports Division and State Transportation Planning Office (STP) for federal fiscal years 2015 to 2017. These triennial goals are expressed as a percentage of all federal funds that HDOT expects to expend on federal aid contracts during this period.
The proposed goal for small hub primary airports will be submitted to the Federal Aviation Administration (FAA) as follows:
Kona International Airport at Keahole 21%
Hilo International Airport 21%
Lihue Airport 29%
The proposed goal of 28% for STP will be submitted to the Federal Transit Administration (FTA).
The proposed goals and their rationale are available for public inspection from 8:00 a.m. to 4:00 p.m., Monday through Friday, except holidays, for 30 days following the date of this notice at the following address:
