Request for Proposals
EMERGENCY SOLUTIONS GRANT PROGRAM
HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS
The City and County of Honolulu, through its Department of Community Services, requests proposals from qualified nonprofit agencies for the following two programs:
1. EMERGENCY SOLUTIONS GRANTS PROGRAM (ESG), authorized by Subtitle B of Title IV of the McKinney-Vento Homeless Assistance Act (42 U.S.C. §§11371-11378). Approximately $1.25 million in funding is anticipated to be available for emergency shelter operations and services, and homelessness prevention and rapid re-housing activities which help persons who are homeless or at-risk of homelessness.
2. HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA), authorized by the AIDS Housing Opportunity Act (43 U.S.C. §12901). Approximately $450,000 in funding is anticipated to be available for financial assistance and supportive services which help low-income persons with HIV/AIDS and their families remain stably housed.
Interested agencies may pick up Request for Proposals (RFP) packets at the Department of Community Services, 715 South King Street, Suite 311, Honolulu, Hawaii. Agencies may also request an electronic version of either RFP via an email to Jan Yokota at jyokota@honolulu.gov.
Public information meetings for both RFPs will be held at the Department of Community Services, 715 South King Street, 2nd Floor Conference Room, Honolulu, Hawaii, on Wednesday, October 8, 2014. The ESG meeting is scheduled for 10:00 a.m. The HOPWA meeting is scheduled for 2:00 p.m. Attendance at the information meetings is encouraged, but not required. Please note that parking in the building will not be validated.
Proposals for both programs must be submitted to the Department of Community Services, 715 South King Street, Suite 311, Honolulu, Hawaii by 2:00 p.m. on Monday, October 27, 2014.
