NOTICE FOR REQUEST FOR PROPOSALS (RFP)

The Department of Hawaiian Home Lands (DHHL), State of Hawaii, hereby requests proposals from qualified Design-Builders whose place of business is located in the state of Hawaii, for the design and construction of an interim office building for the Department of Hawaiian Home Land\u2019s Kauai District Office.
Pursuant to §3-122-53, Hawaii Administrative Rules, a priority list will be generated based upon proposals initially classified as (1) acceptable; (2) potentially acceptable; and (3) unacceptable. All responsible offerors who submit acceptable or potentially acceptable proposals are eligible for the priority list. If numerous acceptable and potentially acceptable proposals have been submitted, the DHHL may rank the proposals and limit the priority list to at least three responsible offerors who submitted the highest-ranked proposals. Those responsible offerors who are selected for the priority list will be referred to as the \u201Dpriority-listed offerors.\u201D
Discussions will be limited to only \u201Dpriority-listed offerrors\u201D and are held to: (1) promote understanding of DHHL\u2019s requirements and priority-listed offerors\u2019 proposals; and (2) Facilitate arriving at a contract that will provide the best value to the State, taking into consideration the evaluation factors set forth in the RFP. Proposals may be accepted on evaluation without discussion. Significant changes or clarifications as a result of discussion, if held, shall be addressed by addendum. Please read the Request for Proposals for detailed information.
If necessary, priority-listed offerors will be requested to submit their best and final offers. If best and final offers are received, final evaluations will be conducted for awards pursuant to section §3-122-57. The goal of this Design-Build program is to enable the creativity and delivery of services and activities that will improve economic competitiveness.
Proposals will be received at DHHL, Homestead Services Division, 1099 Alakea Street, Suite 1230, Honolulu, Hawaii 96813 up to 4:00 p.m. Hawaii Standard Time (HST), Tuesday, March 4, 2008.
This project is subject to Section 103D, Hawaii Revised Statutes, to the requirements for Equal Employment Opportunity, and to the payment of not less than the prevailing salaries and wages promulgated by the U.S. Department of Labor.
The Request-for-Proposals (RFP) may be examined at DHHL located at 1099 Alakea Street, Suite 1230, Honolulu, Hawaii 96813. Copies may be obtained on or after Monday, February 4, 2008, at the DHHLs Main Office at 1099 Alakea Street, Suite 1230 or DHHL Kauai District Office located at 3060 Eiwa Street, Room 203, Lihue, Hawaii 96766-1886, for a deposit of twenty-five dollars ($25.00) in cash or cashier\u2019s check payable to Department of Hawaiian Home Lands. Deposit may be refundable upon return of the RFP Packet.
A PRE-PROPOSAL CONFERENCE will be held at 9:00 a.m., HST, Thursday, February 14, 2008, at the DHHL Kauai District Office located at 3060 Eiwa Street, Room 203, Lihue, Hawaii, to answer any questions regarding the RFP requirements. Attendance by at least one representative of each Design-Builder is recommended.
A written Notice of Intent to Submit a Proposal must be submitted and received by the Homestead Services Division at 1099 Alakea Street, Suite 1230, Honolulu, Hawaii 96813, no later than Thursday, February 21, 2008. Submittal of Notice of Intent to Submit a Proposal via facsimile at (808) 586-3835 is acceptable.
Valid tax clearance certificates from the State of Hawaii Department of Taxation (DOTAX) and the Internal Revenue Service (IRS) are required. The required tax clearance certificate must be included with the Design-Builders proposal. Failure to submit the required tax clearance will be sufficient grounds for the State to refuse to receive or consider the prospective proposal. Please refer to Responsibility of Offerors included in this RFP. Offeror is advised that if awarded a contract under this solicitation, Offeror shall, upon award of the contract, furnish proof of compliance with the requirements of §3-122-112, Hawaii Administrative Rules.
The Design-Builder is cautioned that possession of appropriate license(s) to submit a proposal may not be sufficient to perform the work. All Design-Builders must be sure that they possess and/or that the subcontractors possess all the necessary licenses and specialty licenses needed to perform the work for this project. The Design Builder shall be solely responsible for assuring that all the licenses and specialty licenses required to perform the work are covered in its proposal.
Proposal must comply with the requirements of the RFP. Any proposal which, does not comply with the RFP may be subject to disqualification. DHHL reserves the right to amend the RFP by written addenda, to amend the schedule provided herein, to reject any and all proposal or to waive any defects in said proposals where DHHL deems it is in the best interest of the State.
