NOTICE OF SOLICITATION OF COMMENTS
STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM (STIP)
REVISION NO. 3
FISCAL YEARS 2008 to 2011 (+2)
The State Department of Transportation is providing an opportunity for the public to submit comments on the proposed STIP Revision #3 to the Fiscal Year (FY) 2008 to 2011 (+2) Statewide Transportation Improvement Program (STIP). The STIP document identifies projects that are to be programmed for federal Highway or Transit funding.
The intent of STIP Revision #3 is to reflect \u201Dmajor\u201D changes to the STIP that are needed to address new information on project readiness (changes in project development schedules), new cost estimates and updated project priorities. Changes to the Oahu portion of the STIP have already been processed as Transportation Improvement Program (TIP) revisions by the Oahu Metropolitan Planning Organization (OMPO). The process for the TIP Revisions has concluded. We are required to include all TIP Revisions into the STIP without change.

The FY 08-11 (+2) STIP, as revised by STIP Revisions 1, 2 and 3 will be re-submitted to FHWA and FTA for further approval, as required with the initial conditional 6-month approval of the STIP, prescribed in a letter to HDOT dated September 28, 2007 and effective on October 1, 2007. Acceptance of this latest revision should coincide with further federal approval of the STIP beyond March 31, 2008.
