Notice of Intent to File Passenger Facility Charge (PFC) Application

Under the provisions of the 49 United States Code (U.S.C.) Section 40117 and the Federal Aviation Administration (FAA), Department of Transportation, regulations (Title 14 Code of Federal Regulation Part 158) implementing the Passenger Facility Charge, the State of Hawaii (the State) invites public comment on its intent to file an application with the Federal Aviation Administration to impose a $4.50 Passenger Facility Charge at Honolulu International Airport, Kahului Airport, Kona International Airport at Keahole, Lihue Airport and Hilo International Airport. It is important to note that AIR-21, paragraph 10-32(b), excludes all inter-island flights from collecting PFCs.
The proposed charge effective date is estimated to be September 1, 2008. The total amount of PFC revenue estimated to be collected under this proposed application with a $4.50 PFC is $651.7 million. The estimated charge expiration date is June 30, 2023.
The State’s currently active PFC Application No. 2, Final Agency Decision (FAD) dated November 27, 2006, will concurrently be terminated upon FAA’s FAD of this PFC application. All PFC revenue previously collected for each current project will be applicable to the same re-applied for “Impose and Use” project in addition to collection of PFC revenues at the increased PFC charge rate of $4.50. The PFC application will re-apply for collection of PFC revenues for the following previously approved “Impose and Use” projects:
1. Aircraft Rescue and Fire Fighting (ARFF) Facilities Improvements located at Honolulu International Airport, Honolulu, Oahu, Hawaii. A PFC of $4.50 will be collected to fund this project in the amount of $4,600,000. This project will construct improvements necessary to meet the ARFF vehicle training and response requirements of Title 14 Code of Federal Regulations, Part 139. The project also includes construction management services
2. Escalator Improvements located at Honolulu International Airport, Honolulu, Oahu, Hawaii. A PFC of $4.50 will be collected to fund this project in the amount of $9,700,000. This project provides for replacement of the existing escalators and other related improvements throughout Honolulu International Airport. The project also includes construction management services.
3. Loading Bridge Replacement located at Honolulu International Airport, Honolulu, Oahu, Hawaii. A PFC of $4.50 will be collected to fund this project in the amount of $14,000,000. The project will replace the passenger loading bridges at the gates in Honolulu International Airport to improve the passenger experience, and also includes construction management services.
4. Air Conditioning System Improvements, Phase II, located at Honolulu International Airport, Honolulu, Oahu, Hawaii. A PFC of $4.50 will be collected to fund this project in the amount of $33,600,000. This project provides for the replacement and upgrade of the airport chiller plants at Honolulu International Airport. The airport chiller plants in the Overseas Terminal and the Ewa Concourse areas are nearly thirty years old and under capacity.
5. Stand-Alone PFC Administrative Costs. A PFC of $4.50 will be collected to fund this project in the amount of $1,500,000. This project provides for the costs associated with the preparation of PFC applications, accounting, quarterly reporting, and the auditing of the PFCs related to this application and previous applications. The project also includes the cost of outside consultants, auditors and airport accounting staff to prepare PFC reports over the life of the PFC program for this application.
The PFC application will request collection of the PFC revenue for the following “Impose Only” projects:
6. Taxiways G & L Widening located at Honolulu International Airport, Honolulu, Oahu, Hawaii. A PFC of $4.50 will be collected to fund this project in the amount of $30,236,000. This project will widen existing Taxiways G and L located parallel to the existing Interisland Terminal which will result in continuous dual taxilanes that provides increased separation for Group V aircraft. The project also includes construction management services.
7. New Diamond Head Concourse, Phase I, located at Honolulu International Airport, Honolulu, Oahu, Hawaii. A PFC of $4.50 will be collected to fund this project in the amount of $588,078,000. This project will construct a new state-of-the-art Diamond Head Concourse addition integrated with the existing concourse. The new Diamond Head Concourse addition will expand passenger hold room facilities; provide new flexible loading gates and concessions in an efficient double loaded pier. The project also includes construction management services.
The PFC application will also request collection of the PFC revenue for the following Alternate “Impose Only” projects as required by FAA:
8. New Ewa Concourse, Phase I, located at Honolulu International Airport, Honolulu, Oahu, Hawaii. A PFC of $4.50 may be collected to fund this alternate project in the amount of $384,372,000. This project will construct a new state-of-the-art Ewa Concourse addition integrated with the existing concourse to provide a highly efficient linear arrangement of new gates with flexible capability to accommodate Group V aircraft. The project also includes construction management services.
9. New Connector Buildings and Automated People Mover (APM) Superstructure, located at Honolulu International Airport, Honolulu, Oahu, Hawaii. A PFC of $4.50 may be collected to fund this alternate project in the amount of $439,416,000. This project will construct new intra-terminal connector buildings and frontal gates and APM support superstructure for a future integrated APM system to replace the aging and outdated existing Wiki-Wiki passenger bus system and also includes construction management services.
