Housing Opportunities for Persons with AIDS
The CITY AND COUNTY OF HONOLULU, through its Department of Community Services, requests proposals from qualified nonprofit organizations to provide housing opportunities and supportive services to persons with HIV/AIDS. Funds for the Housing Opportunities for Persons with Aids (HOPWA) program are provided through the United States Department of Housing and Urban Development (HUD) under the AIDS Housing Opportunity Act (43 U.S.C. 12901), as amended. The intent of the HOPWA program is to expand housing opportunities and supportive services to lower income persons with HIV/AIDS and their families.
The City intends to provide two year commitments of HOPWA funds to selected agencies. Approximately $419,000 in HOPWA program funds is anticipated to be made available in Fiscal Year 2009, and approximately $419,000 in HOPWA funds is anticipated to be made available in Fiscal Year 2010. The final amount of HOPWA funds will be subject to the appropriation of HOPWA funds by the federal government, the execution of a HOPWA grant agreement between the City and HUD, and the appropriation of HOPWA funds by the Honolulu City Council.
Interested agencies may obtain a Request for Proposals (RFP) beginning December 17, 2007 in electronic PDF format via e-mail by sending an email request to Stephen Karel at skarel@honolulu.gov or Randy Wong at rswong@ honolulu.gov. A printed copy of the Request for Proposals packet will be available on request from the Department of Community Services, 715 South King Street, Suite 311, Honolulu, Hawaii 96813 beginning December 17, 2007. Proposals shall be submitted to the Department of Community Services at the above address by 2:00 pm on January 16, 2008. An optional public information meeting will be held on December 27, 2007 from 2 p.m. to 3 p.m. at the Department of Community Services Conference Room, 715 South King Street, Suite 311, Honolulu, Hawaii 96813.
