Notice to General Contractors

The Research Corporation of the University of Hawai`i (RCUH) is soliciting qualifications for a General Contractor (GC) to provide Pre-Construction and Construction Services for Phase 1 of the University of Hawai`i West Oahu campus development in Kapolei, Oahu.

The Phase 1 Development of the new West O‘ahu campus in Kapolei consists of building facilities for an initial enrollment of 1,520 students. Phase 1 includes six buildings – Administration, Campus Center, Library, Classrooms 1A and 1B, and Maintenance totaling an estimated 232,120 gross square feet and a total land area of approximately 38.7 acres. Site improvements will include an entry plaza, parking for approximately 760 cars and landscaping. Potentially included is a new potable 440’ water system consisting of a 2.5 MG reservoir, a booster pump station and approximately 25,000 feet of pipelines.. Construction costs are expected to be in the range of $85-100 million. Construction is planned to commence in the 2nd quarter of 2009.

The GC’s Pre-construction Services will be concurrent with the project’s final design and construction documents phases to promote project quality, cost management and effective scheduling. Although the GC will initially provide Pre-Construction Services, the intention is for the selected firm to continue on the project as the constructor. Therefore, GCs will be required to provide evidence of their bonding capacity and their experience in projects of comparable size and type.

The solicitation will be in two parts; a Request for Qualifications (RFQ) followed by a Request for Proposals (RFP). Responses to the RFQ will be evaluated and a short list of up to the five (5) most qualified firms will be selected to receive the RFP.

The RFQ detailing the submittal requirements may be requested from Thompson Matheny Corporation by email to UHWO@thompsonmatheny.com. Requests should be received no later than 3:00 PM, 4 January 2008. Qualifications will be due on or before 3:00 PM, Friday, 1 February 2008.
