REQUEST FOR PROPOSALS
Emergency Shelter Grants (ESG) Program
The CITY AND COUNTY OF HONOLULU, through its Department of Community Services, requests proposals from qualified nonprofit developers, service providers, and other interested parties for the EMERGENCY SHELTER GRANTS PROGRAM (ESG), authorized under Title IV of the McKinney-Vento Homeless Assistance Act.
A total of $800,000 in ESG funds is anticipated to be made available to qualified agencies for (1) provision of essential services to persons experiencing homelessness; (2) payment of expenses relating to the maintenance and operation of emergency shelters or transitional housing; (3) homelessness prevention activities, and (4) renovation, major rehabilitation, or conversion of buildings for use as emergency shelters or transitional housing for persons experiencing homelessness. The award may be for two years with the second year contingent upon appropriation of funds and satisfactory performance of the nonprofit agency.
Interested agencies may obtain a Request for Proposals (RFP) beginning Wednesday, November 21, 2007 in electronic PDF format via e-mail by sending a request to Stephanie On at son@honolulu.gov. A printed copy is available upon request from the Department of Community Services, 715 South King Street, Suite 311, Honolulu, Hawaii by calling 768-7752. Proposals shall be submitted to the Department of Community Services at the above address by 4 p.m. on Friday, December 21, 2007.
An optional public information meeting will be held on Friday, November 30, 2007 from 2 p.m. to 3 p.m. at the Department of Community Services Conference Room, 715 South King Street, Suite 311, Honolulu, Hawaii 96813.
