NOTICE OF DRAFT PERMIT FOR THE WAIMANALO GULCH
SANITARY LANDFILL, KAPOLEI, HAWAII
The Hawaii State Department of Health (DOH) is making available for review, the draft solid waste management permit modification to the City and County of Honolulu and Waste Management of Hawaii, Inc., for the operation of the Waimanalo Gulch Sanitary Landfill, Kapolei, Oahu, Hawaii. The draft permit will allow the City and County of Honolulu and Waste Management of Hawaii, Inc. to modify the final grades of the landfill in order to rectify their violations associated with permit grade exceedances. The proposed modification also clarifies operational requirements but does not modify the permit expiration date. The permit expiration date, under this action, remains as April 30, 2008.
The draft permit has been prepared under the provisions of Chapter 342H, Hawaii Revised Statutes, and Title 11, Chapter 58.1, Hawaii Administrative Rules (HAR). Federal solid waste regulations, 40 CFR 258, are incorporated into the state regulations.
The Waimanalo Gulch Sanitary Landfill is located on the island of Oahu, at 92-460 Farrington Highway (TMK Nos. 9-2-003:072 and 073) Kapolei, Hawaii. The Waimanalo Gulch Sanitary Landfill includes a 58.9-acre municipal solid waste (MSW) landfill and a 20-acre ash monofill, totaling 78.9 acres collectively. The total acreage of the site is 107.5 acres, including appurtenant operational uses. The draft modification proposes to increase the maximum grade of the ash monofill from 220 feet to approximately 275 feet above mean sea level. The lateral footprint of the MSW landfill and ash monofill are unchanged by this proposed draft modification.
The facility accepts MSW from City and County collection routes, private collection companies, and residential and commercial self-haulers; and incinerator ash from the Honolulu Resource and Recovery Venture (H-Power). MSW is defined as residential and commercial solid waste, non-hazardous industrial solid waste, and construction/ demolition debris. The facility will not accept regulated hazardous or polychlorinated biphenyl (PCB) wastes, non-household bulk or non-containerized liquid waste, and designated special wastes.
The MSW landfill and ash monofill has been designed and shall be constructed, maintained, and operated with approved liner systems, leachate collection and control systems, perimeter gas monitoring program, groundwater monitoring program, surface water management system, and other approved operational and monitoring programs. A site stability analysis was performed to demonstrate in-place waste slope stability. The landfill satisfies location restrictions and operating criteria set forth in state and federal regulations.

All written comments should be submitted within the thirty-day comment period, by December 11, 2007, to the DOH, Solid and Hazardous Waste Branch, Attention: Mr. Steven Chang, P.E., at 919 Ala Moana Boulevard, Room 212, Honolulu, Hawaii, 96814 (phone: (808) 586-4226); and to the City and County of Honolulu, Department of Environmental Services, Refuse Division, Attention: Mr. Eric S. Takamura, PhD., P.E., Director at 1000 Uluohia Street, Kapolei, Hawaii, 96707 (phone (808) 768-3485). The thirty-day comment period will begin from the date of initial publication of this Notice of Draft Permit.
The DOH will respond to all comments received with copies forwarded to the City and County of Honolulu. The DOH may revise the draft permit conditions should comments raise significant issues.
A public hearing on the draft permit and application has been scheduled for December 11, 2007 from 7 to 9 pm at the Kapolei Hale Conference Room A, located at 1000 Uluohia Street, Kapolei, Hawaii. DOH staff will be available from 6:30 p.m. to 7:00 p.m. to answer questions from the public prior to the public hearing.
