CONVERSION OF IDAHO \u201DONEPLAN\u201D FOR USE IN HAWAII: PHASE II
Pursuant to the Hawaii Public Procurement Code, Chapter 103D, Hawaii Revised Statutes, the State of Hawaii Department of Business, Economic Development, and Tourism (DBEDT) Office of Planning (OP), Coastal Zone Management (CZM) Program is soliciting proposals for conversion of the Idaho OnePlan for use in Hawaii.
The DBEDT, OP, CZM seeks to obtain contract services to carry out Phase II of the conversion of the Idaho OnePlan for use in Hawaii:
1) As needed to supplement the Phase I report, inventory and report on appropriate
data resources that are required for conversion of the Idaho OnePlan GIS-based
tool to Hawaii-based parameters;
2) Identify and review the county, state, and federal permits or other regulatory
requirements applicable to erosion and sediment control plans to determine the
extent to which the GIS-based tool can be programmed to meet these
requirements;
3) Convert, insofar as Hawaii data is available, the Idaho OnePlan GIS-based
tool for creating conservation plans, with an initial focus on the erosion and
sediment control function;
4) Create Web-based access to the converted tool;
5) Conduct a user assessment with stakeholder groups to aid in ensuring that
the GIS-based tool meets the needs of Hawaii users; report to stakeholders on
the project results and outcomes; and develop and implement a Train the Trainer
curriculum such that at least two persons in each of the four counties can train
others to use the converted program through use of the Web access.
Service will continue from the effective date of the contract to December 31, 2008. Compensation for services provided shall not exceed $70,000.
SEALED proposals shall be received up to 11:00 a.m., Hawaii Standard Time (HST) on December 4, 2007 in the Administrative Services Office/Contracts, DBEDT, State of Hawaii, No. 1 Capitol District, 250 South Hotel Street, 5th Floor, Room 504, Honolulu, Hawaii 96813. Proposal documents may be obtained from that office during the hours of 8:30 a.m. to 11:30 a.m. and 1:30 p.m. to 4:00 p.m., Monday through Friday, except for State Holidays. All potential bidders must register their company with the DBEDT Administrative Services Office/Contracts to received any addendum. All proposals shall comply with the General Terms and Conditions for Goods and Services Projects dated April 15, 1996 and must be submitted on DBEDT proposal forms. Offerors are encouraged to carefully read the entire proposal document.
