NOTICE OF AVAILABILITY OF THE FINDING OF NO
SIGNIFICANT IMPACT (FONSI) AND ENVIRONMENTAL
ASSESSMENT (EA) FOR BUILDING 193 DEMOLITION AT PEARL HARBOR NAVAL COMPLEX, O‘AHU, HAWAI‘I

Pursuant to the Council on Environmental Quality Regulations (40 Code of Federal Regulations Parts 1500-1508), implementing the National Environmental Policy Act, and Chief of Naval Operations Instruction 5090.1B, the Department of the Navy (Navy) gives notice that an EA has been prepared and an Environmental Impact Statement is not required for Building 193 Demolition at Pearl Harbor Naval Complex (PHNC), O‘ahu, Hawai‘i.

Commander, Navy Region Hawaii (CNRH) proposes to demolish Building 193, located between Frederick and Willamette streets at the PHNC, O‘ahu, Hawai‘i, remove building debris, and restore site to match the surrounding paved surfaces. Alternatives considered include the Renovation Alternative and the No Action Alternative.

The Proposed Action would have an adverse effect on Building 193, a WWII temporary building that may be eligible for listing on the National Register of Historic Places as a contributing property to the PHNHL. CNRH has complied with Sections 106 and 110(f) of the National Historic Preservation Act by acting in accordance with the Programmatic Memorandum of Agreement (PMOA) executed among the U.S. Department of Defense (DoD), Advisory Council on Historic Preservation, and the National Conference of State Historic Preservation Officers.

The Proposed Action would not result in significant impacts on the following resources: land use, soils, topography, groundwater, air quality, noise, biological resources, utilities, storm drainage, traffic, health and safety, and socioeconomic factors (population and employment). The Proposed Action would not create environmental health and safety risks that may disproportionately affect children or minority or disadvantaged populations, nor would it have reasonably foreseeable direct or indirect effects on any coastal use or resource of the State’s coastal zone.

Based on information gathered during the preparation of this EA, the Navy finds that the proposed Building 193 Demolition will not significantly impact human health or the environment.

The EA prepared by the Navy addressing this Proposed Action is on file and interested parties may obtain a copy from: Naval Facilities Engineering Command, Hawaii, 400 Marshall Road, Building X-11, Pearl Harbor, HI 96860-3139, (Attention: Mr. Lance Young, EV2), telephone (808) 471-1171, Ext. 232. A limited number of copies on compact disk are available to fill single copy requests.
